This study explains how threats to soils and soil services are linked to agricultural soil management, how threats can be mitigated, and which barriers complicate this. It highlights trade-offs and synergies that exist between different interests affected by soil management, such as climate change mitigation, water and air quality, biodiversity, food security and farm income. Conservation of peatland and extensive agro-forestry systems, and protecting soils against sealing, erosion and compaction are ranked as highest priorities. Potential policy elements are suggested.

Tenendo conto dei principali obiettivi dichiarati dalla PAC, sono effettuati diversi confronti relativi ai redditi degli agricoltori. Le fonti di dati ufficiali dell'Unione europea sono utilizzate per descrivere le differenze di reddito tra le aziende di diverse dimensioni e tipologie e tra gli Stati membri. I confronti tra i redditi delle famiglie agricole e di altri gruppi della società devono basarsi su informazioni ad hoc. Tenendo conto dei principali obiettivi dichiarati dalla PAC, sono effettuati diversi confronti relativi ai redditi degli agricoltori. Le fonti di dati ufficiali dell'Unione europea sono utilizzate per descrivere le differenze di reddito tra le aziende di diverse dimensioni e tipologie e tra gli Stati membri. I confronti tra i redditi delle famiglie agricole e di altri gruppi della società devono basarsi su informazioni ad hoc. Le raccomandazioni formulate si riferiscono al sostegno alle piccole aziende agricole, nonché alle azioni intese a mitigare l'instabilità e a colmare l'importante deficit di informazioni relative ai redditi delle famiglie agricole.

Comparative Analysis of Risk Management Tools Supported by the 2014 US Farm Bill and the CAP 2014-2020

The 2014 Farm Bill includes risk management tools as an integral component of national agricultural policy whereas the CAP 2014-2020 seems to include them as an afterthought. While EU principles are sound, policies remain in limbo. They suffer from a double dichotomy: two CAP pillars and two administrative levels for implementation. Ten recommendations are proposed for transforming the current state of limbo for EU agricultural risk management policy into a coherent CAP linked to world markets. They cover (1) EU coordination between public safety nets and private risk management tools, (2) flexible funding with improved reserve funds and precautionary savings, and (3) field tests to take full advantage of the creativity of private-public partnerships and to create an experience curve.

The Spanish Agricultural Insurance Scheme: National experiences and recommendations - Looking at the CAP post 2013

The growing uncertainties faced by agriculture can be successfully managed by means of insurance. The Spanish agricultural insurance scheme is based on a mixed “public/private” model and is designed to guarantee crop and livestock farmers coverage for any uncontrollable natural phenomenon. The system is consolidated, with an establishment of 55%, and it now has the experience to advance, bringing in new coverages such as market risks.

This study summarizes the developments of the EU Single Payment Scheme, its national implementation by Member States and provides an economic assessment of the scheme. The various proposals made to change the system of direct payments are examined and possible options for reforms are identified. A new system of direct payments for the next Financial Perspective is suggested. It involves a gradual reorientation of direct payments from income support to remuneration for the provision of public goods. Reform proposals for the remaining income support include cofinancing and a move towards a flatter system with a cap related to labour units. This proposal subscribes to subsidiarity, but the increased weight of remuneration for public goods would also call for a stronger harmonisation of the legislative baseline on which the system of EU payments rests.

The Impact of Increased Operating Costs on Meat Livestock in the European Union

The present study assesses the impact of the costs crisis of 2007 and 2008. The analysis is made for beef, pig, poultry and sheep livestock farming. Costs and incomes are compared for a panel of typical farms in 6 EU countries. Strengths and weaknesses of main meat farming systems are highlighted. Sensitivity of each system is tested against different 2014 scenarios. Finally, recommendations are made about possible actions.

The Gap Between Producer Prices and the Prices Paid by the Consumer

This study aims to understand the gap between agricultural producer prices in the EU and the prices paid by the consumer between 2003 and 2005, with a view to explaining the decisive factors in this area for key agricultural sectors and, on the basis of this analysis, to formulate economic and commercial propositions aimed at improving the situation of producer income and/or the prices charged to consumers.
