As part of the preparation of the EU budget for 2021-2027, the European Commission put forward a new set of regulations to shape the future EU Common Agricultural Policy (CAP) on 1 June 2018. The proposal for a regulation on the financing, management and monitoring of the CAP provides the legislative framework for adapting the financing, management and monitoring rules to a new CAP delivery model. This seeks to achieve more subsidiarity and simplification, with greater responsibility given to Member States, a shift from ensuring single transaction compliance to monitoring system performance in each Member State, and reduced 'red tape', among other things. Directive 2009/128/EC on the sustainable use of pesticides

The study presents the results of evaluation of the implementation of the Directive 2009/128/EC establishing a framework for Community action to achieve the sustainable use of pesticides. The study was outsourced and prepared by a consortium led by ÖIR GmbH, in collaboration with Arcadia International, t33 and external experts. The study presents the results of evaluation of the implementation of the Directive 2009/128/EC establishing a framework for Community action to achieve the sustainable use of pesticides. The study was outsourced and prepared by a consortium led by ÖIR GmbH, in collaboration with Arcadia International, t33 and external experts. The study covers the implementation of the directive as a whole. Furthermore, it concentrates on the implementation of the integrated pest management principles in the individual Member States. In addition, it also provides an analysis concerning of a the development of harmonised risk indicators, the imposition of limitation and bans of on the usage of pesticides in sensitive specific sensitive areas, and the impacts that of the use of pesticides has on drinking water. The analysis is accompanied by recommendations on how to improve the implementation processes.

Nel settembre 2014 la Commissione europea ha presentato un pacchetto composto da tre proposte per aggiornare il quadro legislativo in materia di medicinali veterinari. Tali proposte rendono più rigide le norme allo scopo di affrontare la resistenza antimicrobica e accrescere la disponibilità di medicinali veterinari nell'Unione europea. La votazione del Parlamento europeo è prevista durante la plenaria di ottobre II sul testo concordato nei negoziati di trilogo.

Research for AGRI Committee - The CAP support beyond 2020 - Assessing the future structure of direct payments and the rural development interventions in the light of the EU agricultural and environmental challenges

This study provides an assessment of the structure and type of interventions as proposed by the European Commission on the CAP beyond 2020 (Title III of the proposal COM(2018) 392). All Direct Payment and Rural development interventions have been examined in the context of the main agricultural and environmental challenges the EU faces. A set of recommendation is made for the improvement of specific instruments and to address policy priorities and level playing field concerns.

Regulation (EC) No 1/2005 on the protection of animals during transport and related operations

Regulation (EC) 1/2005 lays down common rules for the transport of live vertebrate animals between EU countries in order to prevent injury or unnecessary suffering to the animals. The current EIA looks at the general implementation of the regulation, as well as at some particular elements (data recording, enforcement, fitness for transport). The assessment is based on existing data only et does not represent a complete evaluation of Regulation (EC) 1/2005.

This briefing note is written by the Policy Department for Structural and Cohesion Policies for the European Parliament’s Agricultural and Rural Development committee (AGRI Committee). The main purpose of the paper is to facilitate the legislative work of MEPs relating to the next reform of the CAP. The paper could additionally serve to explore and discuss the CAP proposals put forward by academics and stakeholders. Six dashboards set out how the CAP reform package (2021/2027) proposed by the European Commission on 1st June 2018 compares with the current CAP (2014/2020) regulations on a topic-by topic basis. The briefing note also offers some comments on the main elements of the legislative proposals in order to help the MEPs with their response to the Commission’s package. These comments are substantially based on the resolutions previously adopted by the Plenary of the European Parliament. Additional comments are also provided of a technical and explanatory nature. The opinions expressed in this document are the sole responsibility of the authors and do not necessarily represent the official position of the European Parliament.
