A new directive on work-life balance

Despite significant progress for some social groups in the area of work-life balance, there has been a general trend of decline since 2011, and progress amongst Member States has been uneven. This proposed directive (complemented with non-legislative measures) should lead to the repeal of the existing Framework Agreement on Parental Leave, made binding by Council Directive 2010/18/EU (the Parental Leave Directive). The new directive contains proposals for paternity, parental and carers’ leave. Stakeholders have been divided over the level of ambition of the proposed measures. Both EU advisory committees have issued opinions and some national parliaments have expressed their reasoned and other opinions. The Council of the EU agreed a general approach in June 2018. During the September plenary session, the European Parliament confirmed the mandate for negotiations adopted by the Employment and Social Affairs Committee (EMPL), and trilogue negotiations have now started. The Commission launched the European Solidarity Corps in a December 2016 communication, and the present proposal for a regulation would set its legal basis, define the budgetary and implementation arrangements, specify objectives and define key terms. The Commission launched the European Solidarity Corps in a December 2016 communication, and the present proposal for a regulation would set its legal basis, define the budgetary and implementation arrangements, specify objectives and define key terms. The Corps would have a volunteering strand on the one hand and a smaller occupational strand (traineeships and jobs) on the other. All placements focus on solidarity actions and will last between 2 to 12 months. The proposal set a target of 100 000 participants, with a proposed budget of €341.5 million, for the 2018-2020 period. In its resolution on the issue in April 2017, the European Parliament had insisted that the initiative should not drain other programmes. Notwithstanding that, the Commission proposed that only 25 % of the budget would be new money. Parliament reiterated its position in its resolution of July 2017 and again in the report adopted by the CULT committee ahead of trilogue negotiations. Council, however, came to the negotiating table seeking a budget that was totally dependent on redeployments. Finally, the European Parliament negotiators managed to secure €76 million (20 %) fresh money, complemented by a redistribution that favours volunteering more strongly, and the inclusion of safeguards to avoid exploitation for profit-making purposes. The added value of European cohesion policy

Cohesion policy provides the largest EU financial support, amounting to € 638 billion together with national co-financing for the period 2014-2020. Cohesion policy will help more than 7.4 million people find a job and over 8.9 million people gain new qualifications. 6.8 million children will get access to new or modernised schools and childcare facilities. For the European Parliament it is important that Cohesion Policy remains visible all over Europe.

Nel corso della sessione plenaria di settembre il Parlamento europeo si appresta a votare una proposta legislativa sul quadro giuridico del Corpo europeo di solidarietà. Il Corpo offre ai giovani di età compresa tra i 18 e i 30 anni opportunità di lavoro o di volontariato per una durata compresa tra due mesi e un anno. L'iniziativa riguarda tutti gli Stati membri dell'UE, la Norvegia, l'Islanda, il Liechtenstein, la Turchia e la Repubblica di Macedonia del Nord.

This study investigates the potential of using the European Fund for Strategic Investment (EFSI) to support skills development and Active Labour Market Policies (ALMP). It analyses the development of EFSI to date and explores projects in four EU Member States with funding models that could finance and scale up investments in skills development using EFSI financing in the future. The study concludes that whilst there is potential to intensify the use of EFSI and its successor InvestEU to support these areas, a number of challenges related to the typical nature of investments and the national/local capacity to develop and structure investment projects in human capital would have to be overcome.

The initiative is proceeding in steps. The first proposal of May 2016 covered 13 priority chemical agents, the second, of January 2017, a further seven. The European Commission has proposed to amend Directive 2004/37/EC by expanding its scope and by including and/or revising occupational exposure limit values for a number of cancer- or mutation-causing substances. The initiative is proceeding in steps. The first proposal of May 2016 covered 13 priority chemical agents, the second, of January 2017, a further seven. The current (third) proposal addresses an additional five. Broad discussions with scientists and the social partners fed into all three proposals. Reacting to the Commission's set of measures as a whole, trade unions have acknowledged the importance of further action to improve the existing framework, reiterating the need to reach the target of 50 limit values in 2020, while some considered it necessary to extend the scope of the CMD to substances that are toxic to reproduction. Actors on the employers' side, while in principle supporting further revisions of the directive, have underlined, among other things, the need to ensure that values are proportionate and feasible in terms of technical implementation. While welcoming the Commission proposal, the rapporteur's draft report of 29 June 2018 proposes, inter alia, to grant incentives to businesses that comply with the directive. Moreover, it opts to include, within the scope of the directive, the protection of workers from exposure to hazardous, or harm-causing, medicines (including cytotoxic ones, which are used in the treatment of cancer).

The Impact of the UK’s Withdrawal on EU Integration

This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the AFCO Committee, examines the potential effects of the UK’s withdrawal on European integration. It does so by examining the UK’s role in pushing forward and/or blocking integration in five areas: the internal market; social policy; freedom, security and justice; the Eurozone; and foreign, security and defence.
