2014 report on protection of the EU's financial interests – Fight against fraud

In 2014, 1 649 irregularities were reported by the European Union's Member States as fraudulent (both suspected and established fraud), involving €538 million in EU funds. The overall financial impact on the EU budget was 36% greater than in 2013.

Tobacco agreements: Fighting illicit tobacco trade

To fight illicit trade in tobacco products, the European Union and its Member States currently have agreements with the four largest tobacco manufacturers. The European Commission has now proposed that the EU join a new international agreement in this field. The topic is due to be discussed with the Commission during the May I plenary session.

Proceedings of the Workshop on "Cigarette Smuggling"

On 22 January 2014, a half-day workshop on "Cigarette Smuggling" has been organised by the Policy Department for Budgetary Affairs at the request of the Committee on Budgetary Control. Experts from academia and NGOs working in the field were invited to exchange views and experiences on how to tackle the problem of cigarette smuggling. This note seeks to provide an initial appraisal of the European Commission's Impact Assessment accompanying its proposal for a Directive on the manufacture, presentation and sale of tobacco and related products, submitted on 19 December 2012. This note seeks to provide an initial appraisal of the European Commission's Impact Assessment accompanying its proposal for a Directive on the manufacture, presentation and sale of tobacco and related products, submitted on 19 December 2012. The Commission wishes to update existing Directive 2001/37/EC on the approximation of the laws, regulations and administrative provisions of the Member States concerning the manufacture, presentation and sale of tobacco products (Tobacco Products Directive, TPD), by adjusting it to current developments and including so far uncovered areas. The revision of the TPD focuses on five policy issues: (1) smokeless tobacco products (STP) and extension of the product scope (nicotine containing products and herbal products for smoking), (2) packaging and labelling, (3) ingredients and additives, (4) cross-border distance sales, and (5) traceability and security features.

This report summarises the presentations and discussions at the Workshop on electronic cigarettes, held on 7 May 2013 at the European Parliament. The aims of the workshop were to exchange information on how different jurisdictions deal with the regulation of the electronic cigarette and to be informed on the status of the scientific evidence concerning long-term health effects. The workshop was hosted by MEP Linda McAvan (S&D, UK), ENVI Committee, Rapporteur on Tobacco Products Directive.

Making tobacco less attractive: Revision of the Tobacco Products Directive

Tobacco-related diseases kill around 700 000 Europeans per year. In order to make tobacco products less attractive to young people, the Commission proposed in December 2012 a revision of the Tobacco Products Directive which would ban additives, flavours and slim cigarettes, require large pictorial health warnings, and regulate smokeless products, novel tobacco products and electronic cigarettes. The European Parliament's Environment Committee appointed Linda McAvan (S&D, UK) as rapporteur.

The taxation of tobacco

The third report from the Commission, COM(2001)133, suggests amendments to existing Community legislation on the taxation of manufactured tobacco. This paper gives a brief overview on the subject under consideration, by providing a non-technical survey of how excise duties on tobacco are currently levied within the European Union and by discussing the potential effects of the amendments recently proposed.
