Regional governance in the EU

03-10-2018

The quality of public institutions has a major impact on social and economic development at regional level. Regions with high government effectiveness, low corruption and high-quality public services tend to have higher outcomes in terms of economic performance, social inclusion, environmental sustainability, education, health, and subjective well-being. The quality of public institutions has a major impact on social and economic development at regional level. Regions with high government effectiveness, low corruption and high-quality public services tend to have higher outcomes in terms of economic performance, social inclusion, environmental sustainability, education, health, and subjective well-being. Administrative capacity-building is therefore crucial, as it has a positive impact on creating conditions conducive to economic and social progress. The 2017 European Quality of Government Index (EQI) shows that institutional quality still varies across EU regions, but the traditional north-south and east-west divisions seem to be slowly blurring. While northern countries remain at the top, the eastern regions have made the most improvement compared with previous editions of the index. Some southern regions, meanwhile, have experienced a decline over the past few years. In the 2014 to 2020 period, EU cohesion policy has offered a variety of funding sources and instruments to support local and regional authorities. Investments are available for enhancing the management of EU funds and for building long-term institutional capacity. Specific actions include training for civil servants, cross-border cooperation, e-government tools, efforts to optimise procedures, and modernisation of public service delivery.

ACP-EU Relations after 2020: Review of Options

22-02-2013

Although it may seem that there is ample time to discuss the future of ACP–EU relations after the Cotonou Agreement expires in 2020, fundamental questions need to be answered by both partners before any decision is reached. Reflections should start with an assessment of the three pillars of the current partnership — development cooperation, trade relations and political dialogue — as well as the work of joint institutions. Looking ahead, three broad scenarios for post-2020 are envisaged in this paper: a dissolution of the joint partnership and its replacement with regional arrangements; the development of an overarching ACP–EU partnership that coexists with strengthened Regional Economic Communities (RECs); or the emergence of a more dynamic and cohesive ACP group, which may establish global partnerships beyond the EU. Each of these options will have very different implications and require a different response from the ACP and EU partners. Determining which outcome is most likely will be easier once the formal positions of the ACP and EU are defined and negotiations for the third revision of Cotonou (2015) get underway.

Regionalisation of the Common Fisheries Policy (CFP) and the Impact on Structural Policy and the Multiannual Guidance Programmes (MGP) with Regard to Agenda 2000

01-01-1999

Fisheries are a very localised activity linked to resources and human and productive structures. The economic and social cohesion policy has already recognised this fact and created the FIFG to provide specific and territorial support for fishing activity. In this context the regionalisation of the common fisheries policy could over a 5 to 15 year period help to reduce the over-exploitation of resourceds and to strengthen the economies in coastal areas. In this context the regionalisation of the common fisheries policy could over a 5 to 15 year period help to reduce the over-exploitation of resourceds and to strengthen the economies in coastal areas. To achieve this goal the principle of relative stability would be replaced by a local resources management system based on the implementation of regional programmes.
