The objective of this study is to define and analyze existing interactions between the decision-making process and the principles of the attribution of competencies, the hierarchy of norms and subsidiarity, as well as to define the political and legal instruments necessary to ensure the efficient functioning of the decision-making system of the European Union, in the context of the 1996 Intergovernmental Conference.
