Konrad Adenauer: Europe's elder statesman

Konrad Adenauer was born at the end of the 19th century in imperial Germany. Growing up in relatively humble surroundings, he adopted Prussian values and a Christian faith that guided him throughout his life. Adenauer first took up political office in 1906, as city councillor of his home town of Cologne. In 1909, he became president of the city council. Konrad Adenauer was born at the end of the 19th century in imperial Germany. Growing up in relatively humble surroundings, he adopted Prussian values and a Christian faith that guided him throughout his life. Adenauer first took up political office in 1906, as city councillor of his home town of Cologne. In 1909, he became president of the city council. He was then elected Lord Mayor of Cologne in 1917 – at the age of just 41. With the end of the First World War, Adenauer made efforts to promote transnational cooperation with Germany's neighbours to the West on several occasions – a progressive move at that point in time. When, in February 1933, the newly elected German Chancellor Adolf Hitler visited Cologne, Konrad Adenauer refused to receive him – a decision that saw him removed from his position as Lord Mayor. Forced into political exile – even incarcerated at one point – he spent the following 12 years with his family at his home in Rhöndorf. After the defeat of Nazi Germany, Adenauer was determined to establish a political platform that would unite people around core Christian and democratic values and it was on this basis that he was elected as the first Chancellor of the Federal Republic of Germany in September 1949. Throughout his 14 years as Chancellor of Germany, Konrad Adenauer remained determined to integrate Germany into a value-based European political system. Therefore, reconciliation, rapprochement and cooperation with France became the central goals of Adenauer's foreign policy, ultimately shaping German policy up to the present day.

Part and parcel of recent legislation on transparency (Sapin II package), it was adopted on 9 December 2016, providing a regulatory framework for lobbying activities and establishing a mandatory national register ('le repertoire') for lobbyists. In a step-by-step process, first, the repertoire, in which all active interest representatives must sign up, was created on 1 July 2017. After registering by 1 January 2018, interest representatives were then under the obligation to report their lobbying activities in this repertoire by 30 April 2018. The repertoire, with just over 1 00 registrants to date, is overseen by the 'Haute Autorité pour la Transparence de la Vie Publique' (HATVP). In France, the cultural acceptance of lobbying as a profession has been slow, and the new law will make a huge difference in terms of making lobbying activities public, with a regulation closely following the Irish example. The Sapin II package aims for a general increase in public accountability and transparency of the decision-making processes. Some incremental steps in this direction had been taken previously, primarily with the establishment of the HATVP in January 2014 as an independent body to oversee the integrity and transparency of the national public institutions.

CETA ratification process: Recent developments

On 28 October 2016, the Council decided to sign the EU-Canada Comprehensive Economic and Trade Agreement (CETA), and on 15 February 2017 the European Parliament gave its consent to the agreement's conclusion. As CETA is a mixed agreement, the EU Member States are currently in the process of ratifying it in accordance with their constitutional requirements. Only after all have done so, can the Council adopt a decision to conclude CETA, after which the agreement will enter into force.

The subject of trade facilitation and border management lies at the heart of EU trade policy, which seeks to take advantage of global value chains for the benefit of workers, consumers and businesses. This demands that goods may flow smoothly across borders without jeopardising EU values and standards. Trade facilitation principles help reduce the cost of cross-border trade in goods while safeguarding regulatory control objectives. Good border management practice is integral to trade facilitation. In this study many ideas and examples about how borders management can be improved are shown. The key is coordination, cooperation and integration within the respective border agencies (intra-agency), between the many border agencies (inter-agency) and international (with colleagues across the border and EU trade partners). Despite considerable policy interest, research is still in its infancy. There is much demand for further enquiry. This paper discusses relevant principles, ideas and concepts and concludes with a list of recommendations. This includes the recommendation to develop suitable EU institutions in aid of trade facilitation as well as for research.
