A new directive on work-life balance

Despite significant progress for some social groups in the area of work-life balance, there has been a general trend of decline since 2011, and progress amongst Member States has been uneven. Despite significant progress for some social groups in the area of work-life balance, there has been a general trend of decline since 2011, and progress amongst Member States has been uneven. This proposed directive (complemented with non-legislative measures) should lead to the repeal of the existing Framework Agreement on Parental Leave, made binding by Council Directive 2010/18/EU (the Parental Leave Directive). The new directive contains proposals for paternity, parental and carers’ leave. Stakeholders have been divided over the level of ambition of the proposed measures. Trilogue negotiations started in September 2018, and a provisional agreement among the three institutions was reached after the sixth trilogue meeting, in January 2019. The provisional agreement is less ambitious than the original Commission proposal and the Parliament’s position, which had, in some ways, gone further than the Commission. The text was approved by the Parliament’s Employment and Social Affairs Committee in February 2019, and now needs to be adopted in plenary. Third edition. At the request of the FEMM Committee, this note provides an overview of the existing gender-equality legislation and policies in the Netherlands, focussing on their recent developments and achievements. It covers a range of topics including participation in decision making and labour market, reconciliation of work and family life, eradication of gender-based violence, and women’s well-being. The Netherlands has a long tradition in emancipation policies and equality legislation. Important policy issues are the high part-time rate which translates in a relatively low participation rate in full time equivalents and the low share of women in top positions.

During this period, the focus has been put on gender-based violence, leave policies, pay statistics, gender segregation in the labour market and in education, as well as sexual and reproductive health and rights. Earmarked leave for fathers and gender quota on company boards have been on the agenda but not adopted.

Work-life balance: Measures to help reconcile work, private and family life

Good work-life balance promotes the well-being of workers and can contribute to achieving other EU policy goals. However currently more than one worker in five expresses dissatisfaction with their personal situation. Acheiving work-life balance can be made easier by family-oriented policies and flexibility in the organisation of work. It has been suggested that 2014 be designated the European Year for Reconciling Work and Family Life.
