Action plan on alternative fuels infrastructure

On 8 November 2017, the European Commission adopted the clean mobility package, including legislative proposals to help accelerate the transition to low and zero emission vehicles, together with a communication on an action plan with investment solutions for the trans-European deployment of alternative fuels infrastructure. The Commission will present its action plan to the European Parliament during the March plenary session.

Research for PECH Committee - Small scale fisheries and “Blue Growth” in the EU

This study presents an overview of Blue Growth emerging industries and investigates the linkages with the traditional maritime activity of fisheries with emphasis on small-scale fisheries. Positive synergies are investigated as well as possible opportunities (and threats) that Blue Growth can or should offer to small-scale fisheries and coastal communities in the context of economic growth, employment and innovation.

This study presents an overview of Blue Growth emerging industries and investigates the linkages with the traditional maritime activity of fisheries with emphasis on small-scale fisheries. EU Arctic policy has evolved significantly in recent years, culminating in the April 2016 Joint Communication from the European Commission and the HRVP for Foreign Affairs and Security Policy. The Communication focuses on the environment and climate change, sustainable development, and peaceful international cooperation, with overarching support for scientific research. EU Arctic policy has evolved significantly in recent years, culminating in the April 2016 Joint Communication from the European Commission and the HRVP for Foreign Affairs and Security Policy. The Communication focuses on the environment and climate change, sustainable development, and peaceful international cooperation, with overarching support for scientific research. This coincides with most of the priorities of the EU’s Arctic Member States, Denmark, Finland and Sweden. The Communication does not focus on security issues or on hydrocarbon development. Arctic oil and gas are not the primary keys to EU energy security, but do play a role, and are important for the EU’s two main suppliers, Norway and Russia – sustainable management of these resources is in the EU’s interest. While the region has been a model for cooperation – Arctic collaboration with Russia continues via multiple mechanisms, despite wider tensions. That it will remain so cannot be taken for granted. The EU supports peaceful Arctic cooperation via multiple mechanisms, including the Arctic Council, the Barents-Euro Arctic Council, and via multiple cross-border collaboration platforms. As the EU becomes increasingly engaged in Arctic issues, continued focus on policy coherence, engagement with other Arctic stakeholders, and the priorities of the region’s citizens will be essential.

Its intended nationally determined contribution (INDC), submitted to the 21st UN Conference of the Parties (COP21) to the UN Framework Convention on Climate Change (UNFCCC), is a – still hesitant – step in support of the goal of limiting global warming to 2°C above 1990 levels.

Although the negotiations are currenly on-going, the analysis shows that the TTIP will improve the EU’s security of energy supply through adding liquidity and competition to the natural gas market. The TTIP will not directly lower either environmental or social legislation, but the study recommends the ITRE Committee to be aware of the potential for weakening of legislation implementation such as REACH and FQD.

This document was requested by the European Parliament's Committee on Agriculture and Rural Development. It contains two notes, drawn up within the framework of the Workshop on 'Measures at farm level to reduce greenhouse gas emissions from EU agriculture', which was held on 21 January 2014, during a COMAGRI meeting in Brussels. Note 1: Agriculture plays a key role in mitigating climate change. Mitigation measures at farm level have been shown to be effective, and the new CAP reform should help increase their potential. Nevertheless, a precise definition of and approach to these measures is needed in order to ensure that mitigation options at farm level are able to fulfil European mitigation commitments over the coming years. Note 2: Ten measures, broken down into 26 sub-measures, related to agricultural practices, are proposed to reduce GHG emissions in France. They are related to nitrogen fertilisation, carbon storage in soils and biomass, animal diets, biogas production and energy savings. At EU level, the "green payment" of the new CAP can support the implementation of three sub-measures (leguminous plants, buffer strips, hedges). The "greening equivalency" principle may promote agroforestry, reduced tillage, cover crops and cover cropping. In the case of France, the abatement calculated for these 7 sub-measures represents 23 % of the total abatement calculated for all measures.
