Il-promozzjoni tad-demokrazija u l-osservazzjoni tal-elezzjonijiet

01-05-2018

L-Unjoni Ewropea għandha bħala prijorità s-sostenn għad-demokrazija fid-dinja kollha. Id-demokrazija tibqa' l-unika sistema ta' governanza li fiha l-persuna tista' teżerċita b'mod sħiħ id-drittijiet tal-bniedem tagħha u hija wkoll fattur determinanti għall-iżvilupp u l-istabbiltà fuq terminu twil. Bħala l-unika istituzzjoni tal-UE eletta b'mod dirett, il-Parlament Ewropew jinsab partikolarment impenjat fil-promozzjoni tad-demokrazija.

The present study provides an overview of how the European Union and the European Parliament (EP) contribute to the promotion and protection of human rights in Ukraine. The analysis adopts an institutional approach, separately addressing the role of the various EP bodies involved, such as the plenary itself and the Subcommittee on Human Rights (DROI). The actions of the EU-Ukraine Parliamentary Association Committee (PAC), a parliamentary body created by the Association Agreement, as well as those of the European Parliament’s Delegation to the PAC are included in this analysis. The territories controlled by the Ukrainian government and those that are temporarily occupied, namely Crimea and parts of eastern Ukraine, are addressed separately in the study. In terms of thematic focus, the EP’s activities aimed at human rights promotion have been dominated by the issue of the Crimean Tatars, the Ukrainian political prisoners illegally held in Russia, and the human rights situation in eastern Ukraine. The most significant conclusion is that the more entrenched the violation of Ukraine’s territorial integrity becomes, the wider the spectrum of human rights issues extends, in protection of which the EP is able to step to the fore and take action. A summary of the contents of relevant EP actions can be found in the Annex to the study, together with a graphical visualisation of key data.

Decisive step for Colombian peace agreement

29-09-2016

The signature of the Final Peace Agreement in Colombia on 26 September 2016 brings a successful end to the negotiations between the Colombian government and the FARC guerrilla group. Negotiations between the two sides started in Havana four years ago, and they announced a final peace agreement on 24 August, and the declaration of a definitive ceasefire from 29 August 2016. This has thus raised expectations for a rapid end to the longest-running conflict in modern Latin America. Nevertheless, the peace process is far from completed: Sunday 2 October 2016 will be a decisive date in the process, when the agreement is submitted to a popular referendum. The most unpopular part of the deal, the transitional justice system, could prove decisive for the outcome. If the agreement is approved by the Colombian people, the third and most difficult phase – the implementation of the agreement – will begin, and this poses numerous uncertainties about the future. International actors have played a major role since the beginning of the process, and will continue to do so during the peace-building phase. In particular, the United Nations and some of its agencies, UNASUR, the Organisation of American States, and the European Union (which has appointed a special envoy), are involved.

Uruguay: Political parties

08-05-2015

Uruguay has the longest tradition of democratic stability in Latin America. The two-party system prevailing since the early 19th Century has gradually evolved into a multiparty system, with the emergence in 1971 of a major third force, the Broad Front. This party broke the National and Colorado parties' domination in the 2004 elections and has been in power since 2005.

Nepal's political parties and the difficult road towards a new Constitution

27-11-2014

Nepal may well be popular worldwide for Everest climbing with Sherpa's' help, yet it remains one of the poorest countries in the world. A 10-year guerrilla conflict ended in 2006 and led to the country's transition from monarchy to republic. However, the political parties have so far been unable to reach a compromise on a new constitution, or to provide the political stability that could allow this 30-million-strong multi-ethnic country to develop its economy.
