Research for AGRI Committee - The CAP support beyond 2020 - Assessing the future structure of direct payments and the rural development interventions in the light of the EU agricultural and environmental challenges

This study provides an assessment of the structure and type of interventions as proposed by the European Commission on the CAP beyond 2020 (Title III of the proposal COM(2018) 392). All Direct Payment and Rural development interventions have been examined in the context of the main agricultural and environmental challenges the EU faces. A set of recommendation is made for the improvement of specific instruments and to address policy priorities and level playing field concerns.

This study provides an assessment of the structure and type of interventions as proposed by the European Commission on the CAP beyond 2020 (Title III of the proposal COM(2018) 392). This study surveys the current status of large carnivores in Europe and assesses their impact on livestock from the available data on compensation payments and from field research. Bij de hervorming van 2003 en de "check-up" van 2009 werd het grootste deel van de rechtstreekse steun ontkoppeld en overgebracht naar de nieuwe bedrijfstoeslagregeling (BTR) of, voor de nieuwe lidstaten, naar de vereenvoudigde regeling van areaalbetaling. Sinds 1 januari 2015 wordt het systeem van rechtstreekse betalingen geregeld door Verordening (EU) nr. 1307/2013.

'Omnibus regulation' – Agricultural provisions

The proposed 'omnibus regulation' to amend EU financial rules represents the first occasion that changes to the basic regulations of the Common Agricultural Policy (CAP) have been formally proposed since the 2013 reform. These changes represent policy choices involving a fine-tuning and simplification of the CAP. Parliament is due to vote on the proposal during the December plenary session.

While there is enormous potential for the production of renewable energy on farms due to the availability of wind, sunlight, biomass and agricultural waste, important barriers and challenges still remain.

The Common Agricultural Policy (CAP) concerns the pooling of European Union resources spent on agriculture and aimed at protecting the viable production of food, the sustainable management of natural resources and to support rural vitality. It consists of two pillars, the first includes direct payments (i.e. annual payments to farmers to help stabilise farm revenues in the face of volatile market prices and weather conditions) and market measures (to tackle specific market situations and to support trade promotion). The second pillar concerns rural development policy. Nearly 38% of the EU budget is spent on the CAP; for the Multiannual Financial Framework 2014-2020 the CAP amounts to €408.31 billion, of which €308.72 billion is allocated to the first pillar.

Price volatility in agricultural markets: Risk management and other tools

Commonly referred to as 'price volatility', this phenomenon is more evident in agriculture than in other economic sectors due to a variety of economic, natural and political factors. Farmers are often confronted with substantial changes in the prices they receive for the sale of their agricultural products, which causes financial uncertainty about their incomes. Commonly referred to as 'price volatility', this phenomenon is more evident in agriculture than in other economic sectors due to a variety of economic, natural and political factors. Data provided by the United Nations Food and Agriculture Organisation suggest that global price volatility has been on the increase since 2005 and is likely to remain a major concern for farmers in the coming decades. The Common Agricultural Policy (CAP) for the 2014–2020 period is mainly aimed at compensating farmers for the negative effects of price volatility and at tackling income volatility, rather than directly addressing price volatility itself. Indeed, market interventions have been reduced and now play the limited role of safety net measures which are only activated when prices drop below certain levels. The main policy instrument involves direct payments which provide a stable form of income for farmers regardless of market conditions. Additionally, Member States have the possibility to support three risk management tools (insurance schemes, mutual funds and an Income Stabilisation Tool) through their rural development programmes. The European Parliament has been working actively on the issue of price volatility in agricultural markets, notably by organising a hearing and launching an own-initiative report on the subject. It will also play a crucial role in determining the next CAP framework. Looking to the future, direct payments, which reduce income volatility by providing a stable form of revenue for farmers, will probably still play a role in the CAP after 2020, but a political shift towards the further development of risk management tools, especially the Income Stabilisation Tool, could be at the core of the debate on the future of the European agricultural policy. Many European farmers are struggling to make a living in a difficult economic context of falling prices in key agricultural commodities and high agricultural market volatility. For many, a way to stabilise or increase their income is to branch out into other non agricultural activities, using farm facilities. Many European farmers are struggling to make a living in a difficult economic context of falling prices in key agricultural commodities and high agricultural market volatility. For many, a way to stabilise or increase their income is to branch out into other non agricultural activities, using farm facilities. From tourist accommodation to the production of renewable energies or the sale of handicrafts, a wide range of diversified activities can be implemented on the farm itself. The situation is fairly contrasted across the EU as regards diversification, which is quite common in some Member States and almost inexistent in others. EU rural development policy supports farmers setting up other activities on their farms as part of a more general objective of maintaining a strong farming sector in Europe, which is a necessary condition for the development of rural economies. Farmers wishing to set up diversification activities can benefit from start-up aid of maximum €70 000 from the rural development fund (EAFRD), with co-financing from their Member State, or from another type of aid in the form of support for investments. At this stage of the current programming period (2014-2020), Member States’ rural development programmes, indicating how they intend to spend their rural development envelopes, have all been adopted. According to the European Commission, countries and regions have allocated 7.4% on average of total public expenditure to the measure dedicated to farm and business development, which includes, inter alia, support for farm diversification.

The study aims at reviewing the implementing arrangements adopted recently by the EU Member States with regard to the risk management provisions in the agricultural sector. The study develops a general overview of the state of play of risk management in 2014/2020 Rural Development Programmes submitted by Member States (or Regions); examines similarities and differences in risk management tools implemented in order to gain a better understanding of their scope, their design, their limits and their potential efficiency; and suggests future CAP developments related to risk management in order to deal more effectively with income uncertainties and market volatility.
