Connecting Europe Facility 2021-2027: Financing key EU infrastructure networks

The EU supports the development of high-performing, sustainable and interconnected trans-European networks in the areas of transport, energy and digital infrastructure. The trans-European networks policy was consolidated in 2013, and the Connecting Europe Facility (CEF) set up as a dedicated financing instrument to channel EU funding into the development of infrastructure networks, help eliminate market failures and attract further investment from the public and private sectors. Following a mid-term evaluation, which confirmed the CEF programme's capacity to bring significant EU added value, the European Commission proposed to renew the programme under the next long term EU budget. The Transport Council of 3 December 2018 agreed a partial general approach on the proposal, excluding financial and horizontal issues, which are still under discussion as part of the EU budget for 2021-2027. The European Parliament adopted its negotiating position on 12 December 2018. Interinstitutional negotiations (trilogues) concluded on 8 March with a partial provisional agreement on the architecture of the future programme. Having been endorsed by Coreper and jointly by the Parliament's TRAN and ITRE committees, the agreement is due to be voted at first reading by Parliament in April. Having considered the possibility of merging the Creative Europe programme with other programmes supporting European values, rights and justice, the European Commission has decided to continue the Creative Europe programme as a stand-alone programme and increase its budget by 17 %. The only programme focusing exclusively cultural and creative activities and enterprises, it falls under the 'Cohesion and values' heading of the 2021-2027 multiannual financial framework. The existing programme focuses on the economic dimension of the cultural sector and its contribution to job creation and economic growth. Some stakeholders have voiced concern at taking such a strongly economic approach to culture. Under proposed programme, the economic dimension is one axis alongside the social dimension, and culture's contribution to international relations. The proposed framework for cultural policy therefore highlights not only the economic dimension of the cultural and creative sectors, but also the role of culture in social cohesion and its relation to creative and artistic freedom and diversity, and freedom and plurality of media. Reform Support Programme 2021-2027

The European Commission adopted the proposal on the establishment of the Reform Support Programme on 31 May 2018, as part of the package for the upcoming multiannual financial framework for 2021-2027. The programme will provide financial and technical support for Member States to implement reforms aimed at increasing the resilience of their economies and modernising them, including priority reforms identified in the European Semester. The overall budget for the programme is €25 billion. It comprises three elements: a reform delivery tool (financial support); a Technical Support Instrument (technical expertise, building on the current Structural Reform Support Programme 2017-2020); and a convergence facility (preparation for adopting the euro). The Reform Support Programme will be open to all Member States on a voluntary basis, with no co-financing required. In the European Parliament, the Committee on Economic and Monetary Affairs (ECON) and Committee on Budgets (BUDG) are working jointly on this file under Rule 55 of Parliament's Rules of Procedure. A vote in the joint committee meeting is expected on 1 April 2019, with a vote in plenary thereafter, during the second April 2019 part-session. Second edition. In the framework of the next long-term EU budget for 2021-2027, the Commission is proposing a new, €9.2 billion programme to build up digital capacity and infrastructure and support a digital single market. It will operate mainly through coordinated and strategic co-investments with the Member States in the areas of advanced computing and data, artificial intelligence, and cybersecurity, their uptake and optimal use in the private and public sectors and boosting advanced digital skills. The programme aims to help European societies and businesses to make the most of the ongoing digital transformation. The Commission sees the potential for efficiency gains in exploring complementarities and synergies with other planned programmes such as Horizon Europe, the Connecting Europe Facility and the European Regional Development and Cohesion Funds. The European Parliament adopted amendments on 13 December 2018 and referred the file back to the ITRE committee for interinstitutional negotiations. The Council reached a partial general approach, which excludes budgetary and horizontal issues, in December 2018. Second edition. Customs 2020 and Fiscalis 2020 (2014-2020)

Successive environment action programmes have set the framework for EU environmental policy. The European Union (EU) has been protecting the environment since the early 1970s, under the premise that economic prosperity and environmental protection are interdependent. Successive environment action programmes have set the framework for EU environmental policy. The seventh environment action programme, a binding decision adopted by the European Parliament and Council in 2013, covers the period from 2014 to 2020. Bearing the title 'Living well, within the limits of our planet', it seeks to achieve a 2050 vision for sustainability. The seventh environment action programme sets nine priority objectives: three 'thematic' objectives (on natural capital; on a resource-efficient, green and competitive low-carbon economy; and on health and well-being), four 'enabling' objectives (on implementation of EU law; on the knowledge and evidence base; on investments and externalities; and on policy coherence), and two 'horizontal' objectives (on cities; and on the international dimension). The three thematic objectives are linked to a large number of initiatives, legislative acts and international agreements. A 2017 report by the European Environment Agency sums up progress towards meeting the three thematic objectives as follows: on natural capital, the EU is not on track to meet the 2020 objectives; on a resource-efficient, green and competitive low-carbon economy, and on health and well-being, the 2020 outlook is mixed. The European Parliament is supportive of the action programme. In 2018, it urged the Commission and the Member States to step up its implementation. The European Commission is expected to publish its evaluation of the seventh environment action programme by mid-2019, and could subsequently put forward a proposal for an eighth environment action programme.

The impact assessment provides a good overview of the problems facing EU customs cooperation that need to be tackled after 2020, and sets out well the rationale for the new programme. However, the overall analysis is undermined by the limited range of viable options and the absence of a proper comparison of the options and assessment of their impacts, contrary to the Better Regulation guidelines. A more thorough assessment would have helped to better explain the choice of the preferred option.

Violence against women is a violation of human rights and a form of gender-based discrimination. Rooted in inequalities between men and women, it takes many forms. Estimates about the scale of the problem are alarming. Such violence has a major impact on victims and imposes a significant cost burden on society. The instruments put in place by the United Nations and Council of Europe, including the latter’s 'Istanbul Convention', to which the EU plans to accede, are benchmarks in efforts to combat violence against women. The EU is tackling the problem in various ways, but has no binding instrument designed specifically to protect women from violence. Although there are similarities between national policies to combat violence against women, the Member States have adopted different approaches to the problem. Parliament's efforts have focused on strengthening EU policy in the area. Parliament has repeatedly called for a European Union strategy to counter violence against women, including a legally binding instrument. Stakeholders have expressed a range of concerns, such as the impact of the current economic climate on the prevalence of violence and funding for prevention and support for victims, and have highlighted the need for a comprehensive EU political framework on eliminating violence against women. They have also launched new initiatives of their own. This is a further update of an earlier briefing by Anna Dimitrova-Stull, of February 2014. The most recent previous edition was from November 2017.
