The Juncker Commission's ten priorities: State of play in autumn 2018

As the European Commission approaches the last full year of its five-year mandate, this publication provides an up-to-date overview of the state of play in the delivery of the various legislative and other political initiatives flowing from the ten priorities defined by the Commission's President, Jean-Claude Juncker, on taking office in 2014. The paper is intended both to assess the progress towards the targets that the Commission has set itself, and to identify areas in which difficulties have been, or are being, encountered, as the EU institutions prepare for the 2019 European Parliament elections. The analysis – part of an on-going series throughout the Commission's five-year term – finds that, so far, 89 per cent of the proposals envisaged by the Commission have been tabled, and 40 per cent have been adopted. Of the 49 per cent proposed but not yet adopted, around two-thirds are progressing well through the EU legislative process.

Het Europees Parlement kan zijn institutionele rol in de Europese beleidsvorming spelen door de uitoefening van zijn verschillende functies. De eerbiediging van de democratische beginselen wordt gewaarborgd door de deelneming van het Parlement aan het wetgevingsproces, zijn begrotings- en controlerende bevoegdheden, zijn rol bij de herzieningen van de Verdragen en zijn recht om beroep voor het Hof van Justitie in te stellen.

It also included debates on the State of Energy Union 2017 and the situation in Yemen, with a resolution adopted on the latter. The adoption of the 2018 budget was one of the main points of the November II plenary session. It also included debates on the State of Energy Union 2017 and the situation in Yemen, with a resolution adopted on the latter. Members addressed an oral question to the European Commission regarding negotiations for a Convention establishing a multilateral court for the settlement of investment disputes (MIC). Members also adopted, inter alia, reports on transnational arrangements for mitigating the impact of the introduction of IFRS 9, on the instrument contributing to stability and peace, on the ranking of unsecured debt instruments in insolvency hierarchy as well as on the implementation of the European Disability Strategy.

Conciliation agreement on the 2018 EU budget

On 18 November, European Parliament and Council negotiators reached a provisional agreement on the 2018 EU budget. The joint text, which provides for total commitments of €160.11 billion and total payments of €144.68 billion, is expected to be adopted by the Council and then voted on by the Parliament during the November II plenary session.

During the October II plenary, the European Parliament is due to decide whether and how to amend the Council's position on the 2018 draft EU budget put forward by the European Commission. The report adopted by the Committee on Budgets reverses all the cuts proposed by the Council. Furthermore, it increases appropriations for a number of Parliament’s priority programmes linked to sustainable growth, jobs – particularly youth employment, security, and climate change.

De lidstaten zijn met de Europese Unie overeengekomen om op grond van hun lidmaatschap van de EU op specifieke beleidsvlakken een deel van hun bevoegdheden over te dragen aan de EU-instellingen. Daarom kunnen de EU-instellingen binnen hun wetgevende en uitvoerende procedures, de begrotingsprocedures, de benoemingsprocedures en de quasi-constitutionele procedures bindende supranationale besluiten nemen.

The European Commission has completed its series of reflection papers on the future of the EU, with a document that analyses how the EU budget could evolve in the coming years to address current and new challenges. The paper should help shape the proposals, due in the coming months, for the next Multiannual Financial Framework of the EU, for the period from 2021 on.

Draft Amending Budget (DAB) No 1/2016: Instrument for Emergency Support and Europol

DAB No 1/2016 deals with two different European Commission proposals: the provision of the initial financial means for the new instrument aimed at delivering emergency support inside the European Union (EU); and an increase in the staffing of the recently created European Counter-Terrorism Centre within Europol. The European Parliament has fast-tracked its examination of the proposals, while the Council also rapidly adopted its own position on the DAB.
