Women's Empowerment and its Links to Sustainable Development

Upon request by the Committee on Women's Rights and Gender Equality (FEMM) of the European Parliament, this note provides background information for the FEMM Committee mission to the 60th Session of the Commission on the Status of Women which will be held at the United Nations Headquarters in New York from 14 to 24 March 2016. The note focuses on the key priority theme of the 60th Session which is "women's empowerment and its links to sustainable development".

Many of the rules, norms, principles and practices that are central to EU trade and investment policy today have been influenced by a wide range of different types of international organisations (IOs). This influence occurs through formal rulemaking, voluntary codes of conduct or standards, the provision of technical and scientific expertise or the dissemination of research and best practice. The influence is pervasive and decisions taken years ago in IOs can shape EU trade policy today. With the difficulties facing multilateral approaches to rulemaking in the World Trade Organisation (WTO) the impact of other IOs has increased.

Upon request by the Committee on Women’s Rights and Gender Equality (FEMM) of the European Parliament, this study provides background information for the delegation of the FEMM Committee to the Commission on the Status of Women’s 59th Session. The key priority theme for the Session will be the Beijing Declaration and Platform for Action, including current challenges that affect its implementation and the achievement of gender equality and the empowerment of women, 20 years after its adoption. Importantly, the session will address opportunities for achieving gender equality in the post-2015 development agenda. The study reveals that global progress on the implementation of the Beijing Platform for Action has been slow, uneven and limited. It concludes that adequate financing for gender equality, strong accountability mechanisms and a "gender data revolution", are essential to the achievement of gender equality and the empowerment of women after 2015.

This intergovernmental body is one of the Charter-based bodies of the United Nations system and is a separate entity from Office of the High Commissioner for Human Rights (OHCHR). This distinction originates from the separate mandates they were given by the General Assembly.

Upon request by the FEMM Committee, this study provides background information for the delegation of the Committee on Women’s Rights and Gender Equality of the European Parliament (FEMM) to the Commission on the Status of Women (CSW)’s 58th Session. The key priority theme for the Session will be “Challenges and achievements in the implementation of the Millennium Development Goals for women and girls”. Taking into account that the outcome of this meeting will be relevant for the formulation of the post 2015 international framework for development, the study outlines the state of play of preparatory discussions. It reveals that women’s rights and gender equality are largely recognised as, on the one hand, a goal of development policy in itself, and, on the other hand, as an important tool for sustainable development. Bearing this in mind, most stakeholders advocate for a two-track approach: having gender equality as a stand-alone goal and a gender mainstreaming approach for all areas of the post 2015 framework.
