The Commission is proposing a revision of the Fisheries Control System to enhance its effectiveness and efficiency by adapting it to the prevailing legal situation and to current technological possibilities in the field of fisheries control. This initial appraisal of the Commission’s impact assessment accompanying the proposal views the impact assessment as a well-balanced, comprehensive and transparent analysis based on sound data and research which makes a persuasive case for the proposal.

Clams are an important fishery resource in the European Union. The Adriatic Sea clam fishery shows a declining trend and is losing market share. There is increasing interest to reduce the minimum landing size in order to allow further landings to reduce the socioeconomic impact. This particular situation is examined in this paper and an expert opinion is produced on the way forward.

A central objective of the reformed Common Fisheries Policy adopted in December 2013 is the obligation for fishermen to land all their catches, and thus end the practice of 'discarding' fish. The Commission has proposed a package of amendments to existing legislation, in order to review the specific measures which conflict with this new obligation.

Discarding was considered by the European Commission a serious problem in European fisheries and one which must be addressed as a high priority. The aim of the present study is to provide a comprehensive analysis of the discard problem on small-scale fisheries in Europe in order to put forward recommendations and policy-relevant advice for decision-makers.
