Net-zero industry act

Briefing 06-03-2024

The deployment of clean energy technologies required to support the achievement of Europe's 2030 and 2050 climate targets is considerable. Europe already largely imports these technologies, and like many third countries is increasing efforts to expand clean energy manufacturing capacity to reduce strategic dependencies for key products. On 16 March 2023, the Commission put forward a proposal for a 'net-zero industry act' that aims to expand the manufacturing capacity of net-zero technologies in the ...

On 14 July 2021, the European Commission adopted the 'fit for 55' package with a view to adapting existing EU climate and energy legislation to meet the EU objective of a minimum 55 % reduction in greenhouse gas (GHG) emissions by 2030, as required under the European Climate Law. The 'fit for 55' package includes a recast of the Energy Efficiency Directive (EED), aligning its provisions to the -55 % GHG target. The recast EED as proposed by the Commission required Member States to almost double their ...

This briefing provides an initial analysis of the strengths and weaknesses of the Commission’s impact assessment (IA) accompanying the above-mentioned proposal, submitted on 14 July 2021 and referred to the European Parliament’s Committee on Industry, Research and Energy (ITRE). The proposal for a recast Energy Efficiency Directive (EED) is part of the Commission’s ‘Fit for 55’ package that aims to adapt EU law to the new EU objective of a minimum 55 % reduction in greenhouse gas (GHG) emissions ...

Energy Efficiency Directive

Briefing 15-03-2021

The Energy Efficiency Directive (EED) was adopted in 2012 to promote energy efficiency across the EU and to help the EU to reach its (at least) 20 % energy efficiency target by 2020. In 2018, the EED was amended as part of the 'Clean energy for all Europeans package'. The amendments included raising the EU energy efficiency target to (at least) 32.5 %, to be achieved by 2030, among other things. The European Commission plans to submit its proposal for the revision of the EED in June 2021, with the ...

On 30 November 2016, the European Commission presented a proposal for a revised Energy Efficiency Directive, as part of the Clean Energy package. This aims to adapt and align EU energy legislation with the 2030 energy and climate goals, and contribute towards delivering the energy union strategy. The Commission initially proposed a 30 % binding EU energy efficiency target for 2030, to be achieved by means of indicative national targets and the extension beyond 2020 of the energy savings obligation ...

In November 2016, the Commission adopted the clean energy package, of eight legislative proposals on energy efficiency, renewables, electricity markets and governance. During the January plenary session, Parliament will vote on three reports relating to the package: a revised energy efficiency directive, a recast directive on the promotion of renewable energy sources, and a new regulation on governance of the energy union. The aim is to gain a mandate for trilogue negotiations on all three.

Energy Efficiency

Briefing 22-03-2017

The Commission IA presents a comprehensive overview of options and likely impacts of the proposed legislation. It would have been stronger if all its parts, which in their earlier life were separate impact assessments, were linked in a better, cross-referential manner. Also, given the prominent role of SMEs in boosting energy efficiency measures, the report would have benefited from devoting more space and attention to the situation of energy service companies in the EU. Lastly, the emphasis on econometric ...

Energy efficiency and renewables

Pe scurt 20-06-2016

Renewable energy and energy efficiency policies fall under EU climate and energy policy, which is covered by the 2009 climate and energy package. In 2015, the Commission published progress reports on renewable energies and on energy efficiency, taking stock of existing achievements and highlighting the need for additional effort. On 24 May 2016, the Committee on Industry, Research and Energy (ITRE) adopted separate own-initiative reports on both Commission progress reports.

Policymaking to alleviate energy poverty needs to find a balance between short-term remedies and the resolution of long-term drivers of energy poverty. EU policy might need to work towards a) finding a definition of energy poverty; b) supporting national policies financially through EU coordination; and c) setting minimum standards for energy efficiency of buildings and devices. This document was provided by Policy Department A at the request of the Committee on Industry, Research and Energy (ITRE ...

Energy consumption in the EU

Briefing 30-04-2015

The EU Energy Efficiency Directive sets targets to cut primary and final energy consumption, with countries required to submit action plans to achieve national targets. Whilst progress has been made, the overall picture of fuel sources and user consumption in the EU remains fragmented along national lines. Energy consumption statistics measure both the use of primary fuels directly extracted or captured from natural resources, and of secondary energy sources which result either from energy transformation ...
