The European Parliament's application of scrutiny prerogatives of political oversight of the European Commission increases the democratic legitimacy of the European Union, and the transparency and accountability of the European executive. The study examines the status quo of the European Parliament's powers of scrutiny of the European Commission. The cases examined pertain mainly to electoral and institutional issues, motions of censure, parliamentary questions, inquiry committees and special parliamentary committees and reporting, consultation and provision of information. It also touches upon scrutiny in budgetary issues, scrutiny of delegated acts, scrutiny in the legislative procedure, legal proceedings and the EU's external relations.

In 2016, the amount of expenditure dedicated to defence represented 1.3% of GDP for the EU-28 and 1.2% of GDP for the Euro area. This is much less than the amount spent on social protection (which is equivalent to 19.1% of GDP), Health (7.1%) or Education (4.7%) but not quite as much as the amount spent on Public Safety and Order (1.7% of GDP) and significantly higher that the amount spent on environmental protection (0.7% of GDP). In 2016, the amount of expenditure dedicated to defence represented 1.3% of GDP for the EU-28 and 1.2% of GDP for the Euro area. This is much less than the amount spent on social protection (which is equivalent to 19.1% of GDP), Health (7.1%) or Education (4.7%) but not quite as much as the amount spent on Public Safety and Order (1.7% of GDP) and significantly higher that the amount spent on environmental protection (0.7% of GDP). In 2016, the highest levels of expenditure in defence in the EU were observed in Estonia (2.4% of GDP), followed by Greece (2.1% of GDP), the United-Kingdom (2.0% of GDP) and France (1.8% of GDP). As a share of total government expenditure, defence expenditure amounted to 2.9% in the EU and to 2.6% in the Euro area.

As foreseen in the European Union's updated global strategy, the Union aims to play a stronger role in international affairs and conflict resolution, to reinforce a rules-based global order in an increasingly complex world and to better coordinate internal and external actions to bolster security and defence. The document, entitled "Shared Vision, Common Action: A Stronger Europe", was presented in June by Federica Mogherini, High Representative of the Union for Foreign Affairs and Security Policy ...

As foreseen in the European Union's updated global strategy, the Union aims to play a stronger role in international affairs and conflict resolution, to reinforce a rules-based global order in an increasingly complex world and to better coordinate internal and external actions to bolster security and defence. The document, entitled "Shared Vision, Common Action: A Stronger Europe", was presented in June by Federica Mogherini, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission. It seeks to make the Union more "credible, responsive and joined-up." Faced with growing instability in its neighbourhood and internal crises, the strategy envisages boosting EU efforts on defence, cyber-security, counter-terrorism, energy security and strategic communications.  This note offers links to recent commentaries and studies from major international think on the EU's global strategy and related issues. This can be explained as the remit of EU foreign policy is not easy to identify, since it brings together missions for which the EU has full responsibility and competences shared with EU Member States, or even the UN or WTO. However, since its inception, EU foreign policy has adapted to an ever-changing ...

This can be explained as the remit of EU foreign policy is not easy to identify, since it brings together missions for which the EU has full responsibility and competences shared with EU Member States, or even the UN or WTO. However, since its inception, EU foreign policy has adapted to an ever-changing global context: most international issues have multiple impacts – on climate, migration flows or security – and need to be comprehensively addressed. Building on the Treaties’ provisions, the EU and its Member States are moving from ‘silo’ policies (trade, development, humanitarian aid) towards more integrated strategies.

This study proposes a process, framed in the Lisbon Treaty, for the EU to produce a White Book (WB) on European defence. Based on document reviews and expert interviewing, this study details the core elements of a future EU Defence White Book: strategic objectives, necessary capabilities development, specific programs and measures aimed at achieving the improved capabilities, and the process and drafting team of a future European WB. The study synthesizes concrete proposals for each European institution, chief among which is calling on the European Council to entrust the High Representative with the drafting of the White Book.

What can be learned from comparable efforts made in NATO? • The future perspective of P&S in terms of challenges, necessities and recommended initiatives linked to the further implementation of P&S: what are the most important concluding observations on the state of affairs, is it worth to continue opting for this change in defence cooperation and if it is, how can the remaining obstacles be overcome, namely the prevailing understanding of sovereignty of EU Member States?
