On 17 May 2018, the Commission adopted the proposal for a directive amending Directive 2008/96/EC on road infrastructure safety management. The revision was presented together with another legislative proposal on vehicle and pedestrian safety, and with non-legislative initiatives to promote safe mobility. The general objective of the proposal, which seeks to address the shortcomings of the existing legislation, is to reduce both road fatalities and serious injuries by improving the safety performance of road infrastructure. It proposes key changes to strengthen road infrastructure safety management procedures and extends the scope of the directive beyond the trans-European transport network (TEN-T). Interinstitutional negogiations (trilogues) concluded on 21 February 2019. The agreed text was adopted by the Parliament in plenary on 4 April 2019 and by the Council on 7 October 2019. After its final signature, the new legislative act came into force on 16 December 2019, and has to be transposed into national law in each Member State by 17 December 2021. Third edition. Research for TRAN Committee - Modal shift in European transport: a way forward

The study provides a comprehensive analysis of the progress and potential of modal shift from road to more sustainable transport modes, with respect to the policy objectives set in the 2011 White Paper on transport. The study focuses both on passenger and freight transport, highlighting main barriers and factors that are hampering a more effective modal shift at EU level, and providing policy recommendations for the way forward.

The study provides a comprehensive analysis of the progress and potential of modal shift from road to more sustainable transport modes, with respect to the policy objectives set in the 2011 White Paper on transport. The study focuses both on passenger and freight transport, highlighting main barriers and factors that are hampering a more effective modal shift at EU level, and providing policy recommendations for the way forward.

The initiative is linked to two wider strategies, the energy union strategy, which inter alia envisaged a road transport package, including more efficient infrastructure pricing, and the Commission’s strategy for low-emission mobility. The proposal was presented within the context of the Commission’s ‘Europe on the move’ package that seeks to modernise mobility and transport and includes several legislative proposals. The objective of the Eurovignette proposal, which substantially amends the existing legislation by extending the scope of vehicles covered, is to make progress in the application of the ‘polluter pays’ and ‘user pays’ principles. Investment in infrastructure in the EU: Gaps, challenges, and opportunities

Investment in such assets is markedly different from other types of capital expenditure, due to the heavy involvement of the public sector and the significant positive spill-over that it generates throughout the economy. Public infrastructure consists of the basic physical assets and structures that support economic activity. Investment in such assets is markedly different from other types of capital expenditure, due to the heavy involvement of the public sector and the significant positive spill-over that it generates throughout the economy. Yet the same characteristics that underlie infrastructure investment can also result in its under-provision over time, due to factors such as fiscal constraints. In the European Union (EU), following a period of sustained growth, investment in infrastructure has been declining since 2009. Despite the gradual easing of this negative trend from 2015, investment rates remain below pre-crisis levels. This has given rise to a lively debate over the emergence of an investment gap and its implications for the EU's economic recovery and competitiveness. This is because investment in infrastructure has the potential not only to boost aggregate demand in the short term, but also to bring important benefits over the longer term by broadening the productive capacity of the economy as a whole. Estimates for the EU indicate that plummeting investment is below the levels needed. European Investment Bank (EIB) estimates suggest that economic infrastructure investment needs for energy, transport, water and sanitation, and telecoms are as much as €688 billion per year. Additional estimates for social infrastructure suggest that the investment gap for health, education and social housing is at €142 billion per year. The mobilisation of resources required is therefore significant. In due recognition of the emerging needs, the current and previous multiannual financial frameworks put emphasis on the expansion of programmes and initiatives where infrastructure plays a prominent role, both directly, as the primary targeted sector, and indirectly through broader interventions covering a range of sectors.

Improving road infrastructure safety management

In order to improve the EU road safety and substantially reduce road deaths, several measures were taken at the EU level. A general policy document was adopted in 2010, when the European Commission published the Road Safety Programme 2011-2020. The current revision of the road safety management procedures was triggered by the fact that the progress in the reduction of road fatalities stalled and that the existing road security measures needed to be adapted to changes in mobility resulting from societal ...

In order to improve the EU road safety and substantially reduce road deaths, several measures were taken at the EU level. A general policy document was adopted in 2010, when the European Commission published the Road Safety Programme 2011-2020. The current revision of the road safety management procedures was triggered by the fact that the progress in the reduction of road fatalities stalled and that the existing road security measures needed to be adapted to changes in mobility resulting from societal trends and technological developments. The impact assessment accompanying this proposal clearly explains the problems currently encountered, and proposes adequate solutions. The Commission used different sources to substantiate the impact assessment and also undertook several stakeholder consultation activities. However, some parts of the IA do not entirely follow the requirements of the Better Regulation Guidelines in that it does not set sufficiently specific and time-bound objectives. More detailed information on proportionality and publication of the support study would have also been desirable.

This includes existing technologies and standardisation issues, metering systems and pricing schemes, business and financing models, the impact of the charging infrastructure on the dissemination of Plug-in Electric Vehicles (PEVs), and the appropriateness of current technologies, business models, and public policies.

Ahead of the Commission’s forthcoming proposals on the new Multiannual Financial Framework, which are expected in May 2018, the May I plenary session is expected to discuss an own-initiative report which assesses the implementation of cohesion policy and the thematic objective of promoting sustainable transport and removing bottlenecks in key network infrastructure, including recommendations for the post-2020 period.
