This study was commissioned by the European Parliament's Committee on Women’s rights and Gender Equality (FEMM). It provides an overview of gender equality policies in Croatia. Apart from providing the history of institutional and political development in Croatia in this area, it illustrates in particular issues related to gender equality in the labour market and employment, women entrepreneurs, women in decision-making positions, policies against violence against women, reconciliation of private and professional life, gender stereotypes, sexual health and rights, economic independence for women and men, pay and pension gap, as well as national policies on eradication of gender based violence.

Labour Market Supports are government interventions that provide financial assistance to individuals in difficult labour market circumstances: to compensate them for loss of wage or salary and to support them during job search, or to facilitate early retirement. Upon request of the FEMM committee, this note provides an overview of the existing gender-equality legislation and policies in Italy, focussing on their recent developments and achievements in the last decades. It discusses gender equality in employment, reconciliation of work and family life, presence of women in decision-making positions, recent measures to fight violence against women, and health and reproductive rights. Italy is still far from reaching satisfactory results, in spite of relevant progress under the pressure of women’s movement, civil society and European legislation.

Labour markets across the European Union (EU) were severely impacted by the recession with a record high average unemployment rate of 10.7%. Nevertheless, effects of the crisis differ across Member States (MS) and also present different pictures for men and women. The crisis has been repeatedly considered "male-dominated" as men's unemployment figures rose more dramatically in the recession's early stages. Labour markets across the European Union (EU) were severely impacted by the recession with a record high average unemployment rate of 10.7%. Nevertheless, effects of the crisis differ across Member States (MS) and also present different pictures for men and women. The crisis has been repeatedly considered "male-dominated" as men's unemployment figures rose more dramatically in the recession's early stages. Yet, economists fear the effect of the crisis on women will soon start to reveal itself. They contend that women would be more vulnerable to the later effects of the crisis, given the nature of their employment contracts and the implications of austerity measures on the sectors that employ them, such as care and welfare, of which they are also the main beneficiaries.

The MFF 2014-2020 assumes a very high relevance in the context of the financial and economic crisis as the EU Budget will finance the EU 2020 Strategy that is conceived as a pivotal tool for recovery. Despite the official declarations according to which:  the EU 2020 Strategy was conceived as an opportunity to reform the economy in order to achieve more gender equality, and  the intention to make gender mainstreaming the pivotal strategy for gender equality, the gender budgeting exercise has revealed that the gender perspective is far from being assumed in all policies, at all levels and at every stage of the policy making process. More precisely the analysis has been conducted the following five gender relevant policy issues: Economic Independence, Education and Training, Health/Wellbeing/ Environment, Fundamental Rights, External Relations showing that the attention to gender is not evenly given by issue and that evaluation/monitoring in a gender perspective is still not as widespread as it should be to ensure an actual implementation of gender mainstreaming. The study has also revealed that it is possible to design and apply a gender budgeting methodology to the EU Budget. This is a very relevant result in view of a future introduction of gender budgeting in the EU budget procedure.
