Regulating International Surrogacy Arrangements - State of Play

Surrogacy is a very sensitive topic, which raises a number of ethical concerns and is regulated in various ways in different EU Member States. Some jurisdictions ban both altruistic and commercial surrogacy, while others allow the practice as long as it is not commercial, and still others have adopted either very limited legislation or none at all on the topic. This briefing builds on discussions held on 16 June 2016 during a Policy hub requested by the JURI committee. It takes stock of, firstly, current cross-border legal issues in the field, and, secondly, possible avenues to tackle these, both from an academic point of view and, more practically, by looking at current regulatory work carried out at international level.

Towards an EU Humanitarian Visa Scheme?

With large numbers of protection seekers continuing to risk hazardous sea crossings to reach the European Union, there has been considerable focus on the need for legal entry channels, notably resettlement. Humanitarian visas represent one such legal channel. This briefing provides a succinct overview of what humanitarian visas are, the rationale for their use, how they function, how they are regulated in EU law and the scope for future development of a fully-fledged EU humanitarian visa scheme.

Reception of Female Refugees and Asylum Seekers in the EU - Case Study Belgium

Upon request by the Committee on Women's Rights and Gender Equality (FEMM) of the European Parliament, this note provides background information for the FEMM Committee mission to an asylum seeker reception centre in Jette. It presents both the EU and the Belgian legal framework concerning the reception of asylum seekers and examines how gender aspects have been taken into consideration in the context of the asylum application procedure and reception conditions in Belgium.

On the Frontline: The Hotspot Approach to Managing Migration

This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the LIBE Committee, places the new “hotspot approach” to managing migration within its policy framework. It examines the way in which EU agencies provide support to frontline Member States, with particular focus on Greece, and assesses the chief challenges identified to date in both the policy design and operational implementation of hotspots.
