Financial Instruments under Cohesion Policy 2007-13: How Have Member States and Selected Financial Institutions Respected and Preserved EU Financial Interests?

This study assesses the implementation of financial instruments (FIs) in Cohesion policy during the 2007-13 programming period. It takes stock of existing knowledge on the operation of FIs as reflected in the academic literature and policy documents. A comparative analysis of eight case studies, focusing on the different stages in the lifecycle of FIs, provides the basis on which to draw lessons from the implementation of FIs in 200713, highlighting implications for 2014-20.

The Western Balkans: Frontline of the migrant crisis

2015 was a landmark year in the history of migration to Europe, with an unprecedented and constantly increasing flow of migrants making their way to the European Union. 2015 was a landmark year in the history of migration to Europe, with an unprecedented and constantly increasing flow of migrants making their way to the European Union. Fleeing poverty and war mainly in the Middle East and Africa, more and more people embarked on perilous journeys to reach the safety of Europe. In 2015, there was a significant surge in migrant transits across the eastern Mediterranean and the Western Balkans. The EU Member States bordering the Mediterranean Sea shared the challenge of the influx with other Member States and the Western Balkan countries, in particular the former Yugoslav Republic of Macedonia and Serbia. The 1990s wars in the Western Balkans triggered a mass exodus to other parts of Europe, which has had long-lasting consequences for the region. While today the Western Balkans remain a substantial source of migration, in the current context they are mainly a transit route. Countries in this particularly sensitive region have less-advanced welfare systems, limited institutional capacity and struggling economies that are further strained by having to provide for large numbers of transiting migrants. Having activated dormant political conflicts in the region, these developments risk turning into a major destabilising factor. In all likelihood, the crisis will last and the Western Balkans will remain a busy migrant route. This puts relations between the EU and the Western Balkan enlargement countries in the spotlight and makes the case for increased cooperation in a situation of mutual dependence. While the EU is already providing technical, humanitarian and financial assistance to the Western Balkans, it needs to come up with a coordinated approach focused not only on short-term measures, but also on the long-term consequences for the region, including their impact on the enlargement process as a whole.

Adriatic and Ionian Region: Socio-Economic Analysis and Assessment of Transport and Energy Links

This study is aimed at describing the socio-economic situation and the state of play of energy, transport and tourism linkages in the Adriatic and Ionian Region. It identifies development gaps between EU Member States and non-EU countries that participate in the European Union Strategy for the AIR. It also identifies risks and opportunities of the EU Strategy for Adriatic-Ionian Region and outlines the critical importance of these opportunities for the economic development of the AIR.

Responding to the objective of achieving territorial cohesion, the macro-regional approach promoted by the European Union has gained momentum since 2009 and has been put into practice, first in the Baltic Sea Region and subsequently in the Danube River Basin and the Adriatic-Ionian Region through the implementation of strategies targeted at each of these areas, the Danube Region Strategy being one such example. Responding to the objective of achieving territorial cohesion, the macro-regional approach promoted by the European Union has gained momentum since 2009 and has been put into practice, first in the Baltic Sea Region and subsequently in the Danube River Basin and the Adriatic-Ionian Region through the implementation of strategies targeted at each of these areas, the Danube Region Strategy being one such example. Now that these first macro-regional strategies have been in operation for a few years, efforts have been made to draw initial lessons from them by assessing their results, the added value of the concept, and the suitability of the governance model applied. Reports from the European Commission, while highlighting the strategies' impact in terms of projects, coordination and integration, promotion of multi-level governance and territorial cohesion, underline the need for stronger political backing, commitment and leadership from the participating countries and regions. Stakeholders have called for a more streamlined governance structure, criticised the limited involvement of civil society organisations, local and regional actors in planning and decision-making processes, and pointed to capacity shortcomings impeding their participation. The question of capacities and resources is of critical importance. As macro-regional strategies do not bring additional EU funding, the participating countries or regions are expected to do more with what is available to address the challenges and opportunities requiring their cooperation. Putting this principle into practice is not a smooth process. This is especially true for the Danube macro-region, which is very diverse in membership. It covers 14 countries whose development levels and status in relation to the European Union (including their access to EU funding as a result of the latter) are not the same. The wide disparities between the partners have a significant impact on the operation of the strategy.

It looks into the situation as regards gender equality in several areas, including employment, reconciliation of work and private life, presence of women in decision-making positions, measures to combat gender-based violence and trafficking in human beings, as well as the area of sexual and reproductive rights.
