Members return to Brussels on 26 March for committee meetings and plenary on 28-29 March.


Among the highlights of the agenda:

Parliament will vote on Thursday on a deal its negotiators struck with EU Member States last month on new EU rules to make trade in over-the counter (OTC) derivatives safer and more transparent, while avoiding excessive burdens on businesses and pension funds.

Air passenger rights
Parliament will vote a resolution on air passengers' rights, saying that a coming update of EU rules must ensure that air fares are all-in, that stranded passengers get immediate help or are flown home when airlines go bust. The report by Keith Taylor (South East, Green) comes in the wake of concerns raised by the treatment of air passengers during the volcanic ash cloud emergency. (Vote Thursday)

MEPs will debate and vote on the progress of Turkey, Serbia, Kosovo and Montenegro towards joining the EU. (Debate Wednesday, vote Thursday)

Committee highlights:

Hearing on the alleged CIA illegal detention and transfers of prisoners in Europe
The objective of this hearing is to assess the developments on the implementation of the Parliament's recommendations for the EU and the Member States to take action, acknowledge, repair and prevent the human rights violations in Europe in the context of the US rendition and secret detention programmes. The hearing, in the Committee on Civil Liberties, Justice and Home Affairs, will take place on 27.03.12 from 09.00 - 12.00.

Exchange of views on Budget 2013
The general rapporteur for the 2013 Budget, Giovanni LA VIA (EPP, IT) will have an exchange of views with the Members of the Committee on Employment and Social Affairs on general guidelines for the preparation of 2013 Budget - Section III - Commission on 27.03.12 at 10.30.

2010 Discharge - Vote of draft reports
On 26.03.12 and 27.03.12 the Committee on Budgetary Control will be voting on the draft reports concerning the 2010 discharge to the Commission, Parliament, Agencies and other Institutions. The adopted reports will then be voted in plenary during the May session held in Brussels.

Minimum standards on the rights, support and protection of victims of crime
Members of the Committee on Civil Liberties, Justice and Home Affairs and the Committee Women's Rights and Gender Equality discussed the 436 amendments tabled to the draft legislative report on 21.03.12 and will adopt a negotiation mandate on 27.03.12. The general approach of the two rapporteurs is to do more to safeguard the rights and needs of victims across the EU. After the adoption of the negotiated mandate, trilogues with the participation of Council and Commission are foreseen to start.
