Greetings from the President of the European Parliament, Martin Schulz : Welcome to the website of the European Parliament Liaison Office with US Congress focussing on transatlantic relations.
These relations have become ever more important as legislators on both sides of the Atlantic face increasingly similar global problems. Whether we are considering financial reforms, international trade, intellectual property rights, cyber security, product standardisation, aviation security, e-mobility or food safety, it is clear that the decisions of individual political entities - even entities as large as the United States or the European Union - are no longer sufficient to tackle the threats that our citizens, companies and governments may encounter.The transatlantic relations have become ever more important as legislators on both sides of the Atlantic face increasingly similar global problems. Whether we are considering financial reforms, international trade, intellectual property rights, cyber security, product standardisation, aviation security, e-mobility or food safety, it is clear that the decisions of individual political entities - even entities as large as the United States or the European Union - are no longer sufficient to tackle the threats that our citizens, companies and governments may encounter.

Building a true Transatlantic parliamentary partnership
by Jerzy Buzek, President of the European Parliament : At precisely the same moment on Tuesday October 4th, parliamentary hearings started on each side of the Atlantic on the very same issue. Ben Bernanke, Chairman of the Federal Reserve, began his testimony on the economic outlook to the Joint Economic Committee of the US Congress, just as his then counterpart in Europe, Jean-Claude Trichet, President of the European Central Bank, started his regular evidence session with the Economic and Monetary Committee of the European Parliament.

The week ahead

7 March - 11 March 2011 : International Women's Day
Parliament will debate reports on female poverty and gender equality, before formally marking the 100th International Women's Day. In addition, EP President Jerzy Buzek will join Commission Vice-President Viviane Reding and EP Women's Rights Committee chair Eva-Britt Svensson for a press conference on the issue, and Parliament's press service is organising a related seminar for journalists (Tuesday).
Turkey and Montenegro
Parliament holds its regular debates and votes on the progress made by these countries aiming for EU membership (debates Tuesday, votes Wednesday).
Roma in Europe
MEPs will adopt their position on how to encourage inclusion of Roma communities into wider European societies, ahead of a forthcoming Commission plan (debate Tuesday, vote Wednesday).

Jerzy Buzek makes an official visit to Vatican City, including an audience with Pope Benedict. While in Rome, he will also meet Mario Draghi, governor of the Bank of Italy (Monday).

The Environment Committee discusses legislation which would allow Member States more scope to ban cultivation of genetically modified crops (Monday).
North Africa and the Middle East.
The Foreign Affairs Committee will hear from Egyptian opposition figure Ayman Nour (Monday, with Human Rights Subcommittee), and from Commissioner Stefan Füle and EEAS Secretary General Pierre Vimont about the EU's response to the uprisings (Monday). The Civil Liberties Committee will hear from the Council Presidency and EU borders agency Frontex on migration issues (Tuesday).
Kyrgyz President. Rosa Otunbayeva, President of Kyrgyzstan, will meet the Foreign Affairs Committee and Jerzy Buzek (Tuesday).

EP this week. financial transaction plan and food aid : The proposal for a financial transaction tax will be discussed on Monday when financial experts appear before the Economic and Monetary Affairs Committee. The tax is being touted as a way to discourage rampant speculation capable of disrupting the economy. The Committee will also hold its first debate on draft legislation to combat market abuse, insider dealing and market manipulation.

EU head of delegation to Egypt: Europe needs a real partnership with Egypt : Egypt is slowly working on becoming a fully-fledged democracy after the Arab spring caused Hosni Mubarak's 30-year regime to crumble last year. The EU has been keen to help the process in any way possible. We spoke to James Moran, the new EU head of delegation to Egypt, about the challenges facing Egypt and the role the EU should play.

Reinforced economic union: MEPs call for roadmap towards eurobonds : As the working group drafting the "international agreement on a reinforced economic union" reconvenes on 6 January, European Parliament representatives Elmar Brok (EPP, DE), Roberto Gualtieri (S&D, IT) and Guy Verhofstadt (ALDE, BE) stress in their amendments that all decisions must be based on normal EU procedure in order to ensure democratic accountability and Parliament's legislative role are respected. They also call for a roadmap with a view to introducing eurobonds.

MEPs' 2012 wish - successful resolution of euro crisis : New Year is traditionally a time for making resolutions and looking to the future so we asked EP political group leaders what they wish for 2012. Not surprisingly tackling the euro crisis was at the top of the list. "We need a new wave of political, economic and fiscal integration with reinvigorated determination" and central EP involvement in decision-making, said EP president Jerzy Buzek.

Parliamentary committee opens its work on increased budgetary surveillance : The proposed new legislation to strengthen budgetary oversight of Eurozone countries should allow as much economic governance as possible to take place within the normal EU system, rather than outside it through international agreements, Economic and Monetary Affairs Committee MEPs unanimously said on Monday evening. Many also highlighted a risk that the legislation could undermine the democratic legitimacy of budgetary policy if the Commission were not made more accountable.

Civil Liberties Committee debates Hungary's controversial laws : Concerns as to whether the laws implementing Hungary's new constitution are compatible with EU rules and values were raised by Civil Liberties Committee MEPs in a debate on Wednesday. Some MEPs proposed a "fundamental rights check" to determine whether there is a risk of a serious breach of EU values, while others favoured awaiting the European Commission's analysis of the laws, due on 17 January, before judging "a decision taken by a sovereign country".

"Either we all lose, or we all win," Martin Schulz, the new President of the European Parliament : German Social Democrat Martin Schulz was elected president of the European Parliament in the first ballot Tuesday with 387 votes, a position he will hold until the elections in 2014. In his acceptance speech, he noted that in these times of crisis "our interests can no longer be separated from those of our neighbours. Either we all lose, or we all win". Action, not just commitments, needed to solve Eurozone crisis : The Eurozone is in a "very grave state of affairs", Mario Draghi told Economic and Monetary Affairs Committee MEPs on Monday, in his first visit as head of the European Systemic Risk Board. Mr Draghi highlighted the need not just for commitments, but also for prompt and coordinated action by Member States, to resolve the Eurozone crisis. He also set out his options for the EU's bailout fund, which had been downgraded during the meeting.

Orbán faces political group leaders in heated debate on Hungary : Passions ran high in the chamber on Wednesday as several political group leaders raised concerns not only over specific legal and constitutional provisions in Hungary, but also what they saw as a wider undermining of democratic values in that country. Others vigorously opposed this view, warning that such an approach went too far. Hungarian Prime Minister Viktor Orbán told MEPs that straightforward solutions to meet concerns could be found.

Alarm bells for talks on closer economic union deal : Parliament on Wednesday again sounded the alarm about possible pitfalls for the intergovernmental agreement currently being negotiated on closer economic union. Its resolution voices overwhelming doubts as to the need for any such agreement outside the EU system. It also stresses that democratic accountability must be improved, and says the deal should aim to boost growth, not just enforce austerity.
The resolution was adopted with 521 votes in favour, 124 against and 50 abstentions.

Getting the best out of a financial transaction tax : A Eurozone financial transaction tax would not only curb high-frequency and intermediary traders, but could even boost overall GDP, said financial experts at an Economic and Monetary Affairs Committee hearing on Monday. MEPs also reiterated their support for the ida, although some said that the Commission proposal needs more fine tuning.

Stop harbouring dictators' assets, MEPs tell EU Member States : Leaders of authoritarian regimes can spend their dubiously acquired wealth in the EU, despite measures to prevent it, because EU Member States provide safe havens for their personal fortunes and give them access to education and leisure services. European Parliament rapporteur welcomes referral of ACTA to Court of Justice : MEP David Martin (S&D, UK), who is steering the Anti-Counterfeiting Trade Agreement (ACTA) through the European Parliament, welcomed today's decision by the European Commission to ask the European Court of Justice to rule on whether ACTA would be compatible with EU law, and in particular with fundamental rights and freedoms enshrined in the EU Treaty.

EU remains defiant after green flying scheme hits political turbulence : The EU has vowed to carry on with its scheme to cut greenhouse gas emissions from airplanes despite protests from other countries. From 1 January, airlines flying to and from EU airports are required to acquire pollution permits as part of the EU’s broader emissions trading system (ETS). However, it has met with fierce opposition from countries such as China, Russia and the US. This Tuesday members of the EP's transport committee will quiz the Commission on recent developments.

Parliament receives petition against ACTA : A petition calling on MEPs "to stand for a free and open Internet and reject the ratification of the Anti-Counterfeiting Trade Agreement (ACTA)" was received by the European Parliament on Tuesday. The petition had been signed by almost 2.5 million people from all over the world.

EP plenary week: equality, enlargement and the green economy : It's plenary week in the EP and members are in Strasbourg where they will debate and vote on issues ranging from the new and not so new EU candidate countries, to equality between men and women, and the results of the 1-2 March European summit. Here are some of this week's highlights, while the detailed schedule is available via the links on the right.

11 March: victims of terrorism remembrance day : The EU remembers on 11 March those who lost their lives in terrorist attacks as well as their families and friends. The date was chosen as it is the anniversary of the terrorist bomb attack in Madrid in 2004 that killed 191 people and left 1,800 wounded. This together with last year's tragedy in Norway and the bombings in London on 7 July 2005 which killed more than 50, are among the worst acts of terrorism committed in Europe.

10 things you should know about the March plenary : How to get out of the economic slump? This was the question MEPs tried to answer in their plenary debate on the recent European Council that formalised the deal on the EU fiscal pact. They also approved the creation of a special committee on organised crime and gave a green light to the agreement between the EU and US ending the so-called beef war.

Martin Schulz: "EU needs reasonable budget to boost Europe's growth at a time of austerity" : "The European Parliament will not accept less money for the European budget." These were the words with which the Parliament's president Martin Schulz opened the conference on the EU's long-term budget framework for 2014-2020 on 22 March. Only with a reasonable budget can Europe invest to boost growth at a time of austerity, Schulz said. He added that the EU budget should be fully funded by own resources, thus avoiding arduous negotiations with member states over national contributions.

Parliament weighs up cost and benefits of taxing financial transactions : Two-thirds of Europeans might support the idea, but that does not mean it is not controversial. Taxation commissioner Algirdas Šemeta defended the Commission's proposal for an EU-wide tax on financial transaction in front of the EP's economic committee on 20 March 2012. The Commission claims the tax will deter risky trading and ensure the financial sector pays it fair share to get the EU out of the crisis. However, critics fear it could lead to firms taking their trade elsewhere.

ACTA: International Trade Committee against referral to Court of Justice : A proposal to recommend that Parliament should refer the Anti-Counterfeiting Trade Agreement (ACTA) to the EU Court of Justice was rejected by the International Trade Committee on Wednesday, with 21 MEPs against , 5 in favour and 2 abstentions.

EU and US legislators step up their cooperation : The debt crisis requires "a strong and coordinated transatlantic policy response", said lawmakers of the European Parliament and the US Congress meeting in Jacksonville, Florida, on 3-4 December. The legislators agreed to develop transatlantic working groups focussing on the financial markets and transport security.

EU and the US should address "Palestinians' legitimate demand", MEPs say : The EU and US should step up their cooperation to promote peace and democracy, trade, investment, growth and job creation. This includes pushing for a resumption of talks between Israel and the Palestinians and supporting emerging democracies in North Africa, say MEPs in a resolution passed on Thursday, ahead of the EU-US summit to be held in Washington on 28 November.

EU-U.S. Summit joint statement : At the annual EU-US Summit in Washington, DC, leaders announced the establishment of a high-level working group to boost job creation and economic growth on both sides of the Atlantic.

EU and US Boost Economic Partnership : The European Union and the United States strengthened transatlantic economic ties through a number of new initiatives. At the Transatlantic Economic Council (TEC), senior EU and US leaders agreed to facilitate their customs procedures, to strengthen their cooperation on electric vehicle and smart grid research and in the fields of new technologies, such as cloud computing, and raw materials. The leaders also discussed a number of strategic economic questions, in particular transatlantic economic cooperation in the Southern Mediterranean and in emerging economies. Furthermore, the EU-US Summit yesterday tasked the TEC to establish a new High-Level Working Group on Jobs and Growth to identify options to further enhance EU-US economic relations.

US Attorney General: "We all want to protect privacy, but in our own ways" : Both Europe and the USA want to protect their citizens' security and civil liberties, even though their legal systems differ greatly, US Attorney General Eric H. Holder told the Civil Liberties Committee on Tuesday. Replying to MEPs' remarks about the two sides' different ways of handling data protection, Mr Holder said "We must recognize that our systems protect civil liberties, including privacy, effectively, but in our own ways".

Buzek on the death of Osama Bin Laden : The President of the European Parliament, Jerzy Buzek, said in a first statement on the death of Osama Bin Laden:
"We have woken up in a more secure world. Although the fight of the international community against terrorists is not over, an important step has been made in the fight against al-Qaeda, to give security to millions of people: Christians, Muslims, all those who believe in peaceful coexistence."

Shortcut to Europe : The EP Liaison Office took active part in the EU Delegation's Open House in Washington on Saturday, May 7th.
Over 2,000 people passed through the doors, and many more hopped on the shuttle buses taking people to the 27 EU embassies around Washington.

SWIFT implementation report: MEPs raise serious data protection concerns
: US requests for EU citizens' banking data under an EU-US counter-terrorism data-sharing deal are too general and abstract to allow Europol to check whether they meet EU data protection standards, and Europol seems to be merely rubber-stamping them, said worried Civil Liberties Committee MEPs debating a watchdog report on the deal's first six months on Wednesday. This should be borne in mind when Parliament is asked to approve other data transfer agreements, they added.

Transfer of air passengers' data to the US - What's at stake? : A new agreement on the transfer of EU air passengers' personal data to the US Department of Homeland Security will be voted by the Civil Liberties Committee on Tuesday. The deal sets the legal conditions for the transfer of this data and covers issues such as storage periods, purpose of the data use, data protection safeguards, administrative and judicial redress. The agreement is intended to replace another deal applied provisionally since 2007.

MEPs battle it out over controversial agreement to transfer air passenger data to the US : MEPs will on 19 April 2012 decide the fate of the controversial EU-US agreement on the use and transfer of Passenger Name Record (PNR) data to the US Department of Homeland Security. Although the data can be used to fight terrorism, critics fear their use will affect people's civil rights. The EP's civil liberties committee recommends approving it, but Parliament's political groups remain divided. We asked two MEPs on opposite sides of the issue why they feel so strongly about it.

In addition several EP committees will convene to discuss alleged CIA prisons in Europe, new capital rules for banks and how to make cars less noisy.

This week in the EP: borders, ACTA, economy and Arab Spring : Temporarily reintroducing border controls in the Schengen area will be examined by MEPs on Wednesday. It is when months of preparatory work by the political groups and parliamentary committees finally come to a head. But how does it actually work? How do they decide on what to debate and vote on and how do they make sure all views are heard when there are more than 750 MEPs? All that and more will be revealed in this five-minute guide to plenary proceedings.

About Us : On 29th April 2010, the President of the European Parliament, Mr Jerzy Buzek, officially opened the Liaison Office during a visit to the United States.
As the first European Parliament Liaison Office outside the EU, the office maintains regular contact with US lawmakers and has begun to build a transatlantic network of legislators and legislative staffers who work together on issues requiring legislative and political cooperation.

EPLO Internships : Complement your studies in International & Global Affairs with a genuinely international internship
The European Parliament invites graduate students (US citizens only) to apply for an internship in its Washington, DC office, with the possibility of a four to eight week extension in Brussels and Strasbourg, if this is relevant to the intern's course of study, an opportunity which would also be open to alumni. We are also open to other options for duration.
What better place to monitor transnational politics in action, to see global players in international affairs addressing global challenges across a range of policy areas, to witness the interplay between decision-makers in the US - be they from the legislative or executive branch - and lawmakers from the European Union?
