ENER 111Emerging nuclear energy systems, their possible safety and proliferation risks
December 1999 - EN (abridged version ENER 111A in EN and FR)
This study aims at identifying and assessing the safety and proliferation risks that new nuclear energy systems might pose, and making policy recommendations based on this assessment. The basic physical ideas within relevant nuclear research areas are outlined and their major research goals described, with special emphasis on projects within the Specific Programmes "Nuclear Fission" and Thermonuclear Fusion" of the Euratom Fifth Framework Programme. Criteria for the assessment of safety risks are described, and criteria for the assessment of proliferation risks are presented. The implications for EU policy making are then outlined.

ENER 110Re-Orientation of National Energy Policies in the EU - Germany as a Case Study
November 1999 - EN (Summary in EN/DE/FR - ENER 110A)
The study seeks to give a brief summary of the extent to which tax policy could play a greater role in the Community's future strategy in the area of energy and environmental policy. It describes possible models for an environmental tax reform, looking in particular at the expenditure side. In this connection it is shown what advantages might be expected if the income from an 'environmental tax' is used to reduce labour costs, e.g. for innovative projects.

ENER 109New developments in the field of photovoltaic cells
August 1999 - EN (Summary in EN/DE/FR - ENER 109A)
In this study the current state of research and current applications and prospects for photovoltaic energy in the EU are examined, together with its health, safety and environmental aspects; it also reviews the world market for photovoltaic systems and develops political options for future action to promote this renewable energy source.

ENER 108The European Parliament and EU R&TD Policy 1994-1999
September 1999 - EN (Summary in EN)

ENER 107The opening-up of national RTD programmes to applicants from other Member States: A Comparative Study
February 1999 - EN (Summary in EN/DE/FR - ENER 107A)
One of the main considerations in connection with the creation of a single Internal Market has been the extent to which the RTD programmes of the individual Member States should be opened up to applicants from other Members States. The present study provides a comparative overview while describing the specific situation in the individual Member States.

ENER 106Administrative burdens and procedural rules in the European Union’s research programmes and in those of the individual Member States: A Comparative Study
December 1998 - EN (Summary in EN/DE/FR - ENER 106A)
This study reviews the administrative burdens and procedural rules related to the research programmes run by the EU and individual Member States and develops political options for the improvement of the administration and organisation of RTD programmes.

ENER 105U.S. Climate change policy: Trends and perspectives for international cooperation
October 1998 - EN (Summary in EN/DE/FR - ENER 105A)
This study begins by briefly reviewing the US energy policy and then discusses the US strategy under the Climate policy since the Kyoto conference (December 1997) at some length. Finally, options and prospects for international cooperation on climate policy are considered.

ENER 104From Kyoto to Buenos Aires: Global climate change and international cooperation
October 1998 - EN (Summary in EN/DE/FR - ENER 104A)
The study describes the Protocol of the Kyoto Conference (December 1997) on Climate Change (with special emphasis on the international perspectives) and examines in particular the policy options for enhanced international co-operation (especially joint implementation, the clean development mechanism, and emissions trading).

ENER 103Innovations for the promotion of renewable energies
April 1998 - EN (Summary in EN/DE/FR - ENER 103A)
This study seeks to give an overview of various innovative strategies to promote renewable energy sources (including energy pricing policy ("green pricing")). The possibilities and prospects for the use of renewable energy sources in developing countries are also discussed in a separate section. In addition, some space is devoted - in connection with the use of renewable sources of energy - to the water situation (drinking water, irrigation and water purification) in developing countries (particularly in Africa and the Middle East).

ENER 102Energy pricing policy: Targets, possibilities and impacts
February 1998 - EN (Summary in EN/DE/FR - ENER 102A)
The study attempts to show in general terms how energy pricing policy (price levels and structures) dovetails into and influences a coherent energy policy and to set out recommendations and options for a forward-looking European policy. It also identifies the connections between energy pricing policy and other key fields related to the economy or society (economic structure and growth, competitiveness, employment, and the environment).

ENER 101Globalization and the role of R&D
February 1998 - EN (Summary in EN/DE/FR - ENER 101A)
The study seeks to develop the links between research and development (R&D) policy and economic globalization and provides a survey of economic trends towards globalization and the growth of international competition and, furthermore, demonstrates the implications which these factors have for the reformation of the EU's R&D policy (see the Community's 5th Research Framework Programme).

ENER 100Directory of the most important Community legislative measures in energy policy
May 1999 - EN
This study seeks to give an overview on legislation on energy policy. The full legal text has not been reproduced, but only a selection of those elements which may be of use in daily parliament work. The full references, however, make it possible for the reader to consult the complete legal text without difficulty.

W29Energy policy and global climate change
December 1997 - EN (Summary in EN/DE/FR - W29A)
The study seeks to demonstrate the connections between energy policy (CO 2 emissions) and global climate change, to describe measures for the reduction of impending climate dangers and to develop possibilities for international cooperation in the energy and climate sectors (see Kyoto Conference, December 1997).

W28Energy cooperation in the Baltic Sea region
August 1997 - EN (Summary in EN/DE/FR - W28A)
The purpose of this study is to develop a strategy on the contribution that energy cooperation could make to the development of the Baltic region (economic, technical and scientific restructuring of the region, options for cross-border cooperation, assistance with improving its environmental situation).

W27A strategy for life sciences in the Baltic Area (St. Petersburg Region)
July 1997 - EN (Summary in EN/DE/FR - W27A)
This study considers what contribution "newer biological life sciences" (including medical technology, biotechnology and molecular biology) can make to easing the environmental burden of the Baltic area (the St. Petersburg region and the Baltic States) in the widest sense.

W26European Union - Far East Asia: Energy cooperation
June 1997- EN (Summary in DE/EN/FR - W26A)

W24European Union - China: Energy cooperation
November 1996 - EN (Summary in DE/EN/FR - W24A)
Energy is a key sector in the economic life in China, which is a large and inefficient consumer of energy. The development of the energy sector in all provinces in China will have a crucial influence on future developments in East-West cooperation, on the world energy markets, on international security of energy supply and, above all, on the global problems of energy-related pollution (CO 2). The aim of the extemal studies is to prepare background material for an EP-initiative concerning an action plan in this policy area.

W22East-West energy cooperation
June 1996 - EN (Summary in DE/EN/FR - W23)
The European Parliament has taken an interest from the outset in issues concerning East-West cooperation in energy and nuclear security. The energy sector is a key sector in the economic life of both the Russian Federation, which is a large and inefficient consumer of energy, and all the states of the CIS and the other countries of Central and Eastern Europe. The aim of these external studies is to prepare background material for an EP-initiative concerning an action plan in this policy area; the study includes seven separate sub-studies.

W21Rational planning techniques (RPT): A tool to enhance energy efficiency?
April 1996- EN
New planning techniques are aiming at removing barriers to energy efficiency investments and also try to assist electricity and gas distributors to develop economically efficient energy services. The application of such techniques will, in fact, improve the competitiveness of the EC economy. This study seeks to contribute to the current discussion on the introduction of rational planning techniques in the electricity and gas distribution sectors.

W19Community action plan for renewable energies
March 1996 - EN (Summary in DE/EN/FR - W20)
This study is analysing the links between energy and environment and their policy implications. The discussion was focused particularly on new energy options with less environmental impacts. This extemal study includes seven separate studies on different aspects of renewable energies in order to contribute to the development of a "Community action plan for renewable energies":
