Guy Verhofstadt, (Belgian, born 11 April 1953) is a liberal politician who served as Prime Minister of Belgium from 1999 to 2008. A lawyer by training, he is currently a Member of the European Parliament.

The author presents a political analysis of the crisis which engulfed the European Union after the Constitutional Treaty was rejected by French and Dutch voters in 2005.

He sets the explanations for the no-vote in a broader historical context and proposes a solution to the crisis: a United States of Europe, developed from a core group of states willing to embark on a new adventure.

This proposal is founded on the author's belief that the European Constitution was not rejected because it was too ambitious, but because it was not ambitious enough. If a clear political project with well-defined goals can be mapped out, he argues, Europe can recover and resume its remarkable evolution. The book aims to outline just such a project and thus help to move the European integration process forward.
