Members adopted an opinion on the Chips Act. The Chips Act proposal by the Commission aims to create a state-of-the-art European chips ecosystem, including production “from the lab to the fab”.

Members adopted the own-initiative report "Upscaling the 2021-2027 MFF: a resilient EU budget fit for new challenges", which calls for an ambitious revision of the the EU's long term budget - going beyond the review (evaluation) pledged by the Commission for mid-2023 - to equip the EU budget to respond to evolving needs, address the funding gaps and increase flexibility and crisis response capacity.

The EU Solidarity Fund was set up in 2002 to respond to major natural disasters like wildfires, floods and earthquakes. It has responded to 76 disasters in 24 European countries with over €5 billion in aid.

Commissioner Hahn presented the financial support package for Ukraine for 2023. The general purpose of this package, adopted by the Commission on 9 November 2022, is to make financial support to Ukraine more predictable and help the country cover its financing gap in 2023, estimated at EUR 3 to 4 billion per month by the IMF.

The BUDG Committee adopted the draft report from Henrike Hahn (Greens/EFA) on a proposal to mobilise the European Union Solidarity Fund to provide support to Germany, Belgium, the Netherlands, Austria, Luxembourg in the wake of a series of catastrophic floods which took place in the summer of 2021, as well as to Spain and Greece following volcanic eruptions and an earthquake.

The Committees on Budgets, Budgetary Control and Environment, Public Health and Food Safety heard the European Court of Auditors (ECA) which presented its report "Climate spending in the 2014-2020 EU budget: Not as high as reported" and discussed the challenges and improvements regarding climate reporting.

The SOTEU debate takes place each September. It's an important moment of EU democracy, when members of Parliament hold the Commission to account, checking on work done and the future direction for Europe.

In her annual State of the Union address in Strasbourg on 14 September 2022 the President of the Commission announced a number of initiatives which were also elaborated and confirmed in the accompanying "Letter of Intent" to the institutions and more recently in the Commission Work Programme for 2023. Several of these initiatives have an immediate budgetary impact already for 2022 and 2023, others have more uncertain or potential implications for EU finances in the longer term.
