New Circular Economy Action Plan

On Wednesday 27 January, ENVI adopted an own-initiative report on the New Circular Economy Action Plan (NCEAP) by 66 votes in favour, 6 against and 7 abstentions. Published by the Commission on 11 March 2020, the plan aims at accelerating the systemic and transformational change required by the European Green Deal’s ambitions.

The 35 compromise amendments, substituting over a 1000 amendments, emphasise the three wins of the circular economy - environment, jobs and growth. They cover the entire product cycle from product policy over key value chains and sectors to waste policy and emphasise the role and responsibility of the numerous regional and local stakeholders and of the EU globally. The compromise text calls inter alia on the Commission to propose binding EU targets for the reduction of EU's material and consumption foot print and for the reduction of the use of primary raw materials and to propose product-specific binding targets for recycled content.
