2024 Commission Discharge: Hearings with Executive Vice-Presidents and Commissioners

On 5 - 6 November 2025, the Committee on Budgetary Control held three hearings for the 2024 Commission discharge related to the implementation of the EU Budget and of the Recovery and Resilience Facility (RRF), with two Executive Vice-Presidents and five Commissioners invited.

The hearings concerned the following topics and Commissioners:
  • 5 November, 14.30-16.30: RRF, with EVP Raffaele Fitto and Commissioner Valdis Dombrovskis.
  • 6 November, 9.00-11.15: Neighbourhood and the World (MFF Heading 6), with Commissioners Marta Kos, Dubravka Šuica and Jozef Síkela.
  • 6 November, 11.15-13.00: Single market, innovation and digital (MFF Heading 1) and Security and Defence (MFF heading 5), with EVP Henna Virkkunen and Commissioner Andrius Kubilius.
These hearings were an important step in the discharge procedure for the financial year 2024, where the Commission's budget implementation, policies and activities in 2024 were evaluated, culminating in the political decision whether to grant discharge to the Commission for financial year 2024 or not. The European Court of Auditors gave a presentation of their audit findings in each hearing, after which the EVP and/or Commissioner gave an opening statement, followed by a Q&A session with the Members of the Committee.
