The plenary vote of 11 November has given Parliament's negotiators a mandate for negotiations with Council on the Union budget for 2021. According to the Lisbon Treaty, the Conciliation Committee, which is composed of an equal number of Council and Parliament representatives, shall immediately be convened. Its aim is to reach agreement on a joint text within twenty-one days of being convened.
On 16 November, the Members of Parliament’s negotiating team on the Multiannual Financial Framework (MFF) and Own Resources debriefed the committee on the outlines of a political agreement on future EU financing reached with the German Presidency on 10 November after ten weeks of intense negotiations. Parliament fully achieved its objectives of securing top-ups for key MFF programmes, introducing additional new Own Resources, strengthening the role of the budgetary authority
At the BUDG/CONT joint meeting on 12 November 2020, Members of both committees approved the new conditionality mechanism linking the disbursement of EU funds to the respect of the rule of law in the Member States.
