Committee on the Environment, Climate and Food Safety

On 12 October 2026, ENVI Members and members of the Commission for the Environment, Climate Change and Energy (ENVE) of the Committee of Regions (CoR) organised a joint meeting ‘Building a sustainable future: funding environment and climate policies in the Next Multiannual Financial Framework’.

On 5 October 2026, ENVI Members voted on the draft opinion on the Commission’s proposal for the Industrial Accelerator Act. The proposal established a framework to strengthen the competitiveness, resilience, and decarbonisation of European industry in response to growing global competition. Its primary aim was to reverse the decline in Europe's industrial base by increasing manufacturing's contribution to EU GDP to 20% by 2035.

On 5 October 2026, ENVI Members voted on two draft reports concerning the temporary suspension of authorised representative requirements under several extended producer responsibility (EPR) schemes. The two Commission proposals, presented as part of the Environmental Omnibus package on 10 December 2025, aimed to reduce administrative burdens.

On 1 October 2026 the Policy Department for Transformation, Innovation and Health organised a workshop at the request of the ENVI committee on the upcoming proposal for a European integrated framework for climate resilience and risk management, entitled: “Managing Climate Risks on the Road to a Climate-Resilient Europe”.

On 1 October 2026, ENVI Members considered two closely related draft reports: on the revision of the EU Emission Trading System (EU ETS Directive) and on the regulation to simplify and streamline monitoring, reporting and verification of the CO2 emissions for the maritime transport (MRV Regulation). These two files are important elements of a legislative package implementing the EU's legally binding 2040 climate target.

On 1 October 2026, ENVI Members voted on a draft motion for a resolution that will serve as the mandate of the Parliament delegation to the UNFCCC 31st Meeting of the Conference of Parties (COP 31), taking place in Antalya, Türkiye, from 9 to 20 November 2026. COP 31 will bring together global leaders, scientists, civil society, and stakeholders to negotiate and advance action under the UNFCCC and the Paris Agreement.

On 1 October 2026, ENVI Members voted on the draft opinion on the proposed Biotech Act I proposal to strengthen the EU’s biotechnology sector. The Commission proposal, containing amendments to both Regulations and Directives, established a framework in the area of health, focusing on health biotech, as well as provisions on food amending regulations.

On 1 October 2026, ENVI and SANT Members voted on the proposed Regulation on the EU Civil Protection Mechanism (UCPM). The proposal aimed at strengthening the Union's capacity to prevent, prepare for, and respond to various crises, including natural disasters, human-induced crises, and serious cross-border health threats.
