Exchange of views with Director-General Céline Gauer on the implementation of TSI

Members of the Committee on Budgets (BUDG) and the Committee on Economic and Monetary Affairs (ECON) held a joint exchange of views with Director-General of SG REFORM Ms Céline Gauer, to discuss the implementation of the Technical Support Instrument (TSI) in accordance with Article 15(3) of the TSI Regulation on Wednesday 5 November 2025.

The discussion focused on TSI's key results, as reflected in the recently published 2024 Annual Report. With a budget of EUR 123,5 million in commitment appropriations in 2024, TSI's role is to support Member States with tailor-made technical expertise to design and implement reforms to achieve economic and social recovery, resilience and convergence, including reforms that address the challenges identified in the European Semester process of economic policy coordination.

In 2024, 25% of the 170 TSI projects were multi-country projects, providing technical support to beneficiary authorities from all Member States and covering various policy areas, such as public administration and governance, the green and digital transitions and competitiveness. Several TSI 2024 projects also continued to support the implementation of national RRPs.
