Draft opinions

A draft opinion is a document prepared by the Member appointed as rapporteur for the opinion, which is then submitted to the opinion-giving committee for possible amendment and put to the vote.
In the case of legislative reports, draft opinions take the form of amendments to the Commission legislative proposal, accompanied – where appropriate – by short justifications. In the case of non-legislative reports, draft opinions take the form of suggestions which, if adopted, are forwarded to the committee responsible for drafting the report for inclusion therein. This page shows the draft opinions before they are voted on by the opinion-giving committee.
