If a committee considers that matters covered by a report referred to another committee touch upon its areas of responsibility, it can request to be recognised as an ‘opinion-giving committee’ (Rule 53). The opinion adopted is forwarded to the committee responsible, which then puts it to the vote. Amendments from an associated opinion-giving committee (Rule 54) that fall within the exclusive competence of that committee must be accepted by the committee responsible without a vote. All opinions and positions in the form of amendments adopted by an opinion-giving committee must be annexed to the final report. This page shows opinions that have been adopted by the committees.
