Aid conditionality is the process by which an aid donor requires that the recipient of funds adhere to certain rules directing the use of those funds. Conditions can range from provisions to reduce corruption, to more controversial requests such as reductions in deficit spending. The donor organisation might also require that the funds be used towards a specific project rather than being left to the discretion of the recipient.

In this hearing, the DEVE Committee will look at aid conditionality from two angles - aid conditionality and efforts to reduce migration, and aid conditionality and human rights. The Committee has invited guests from CONCORD, the NGO organisation; the European Centre for Development Policy Management; the International Organization for Migration; from two Belgian universities; and from the Commission and EEAS.
