Vote on provisional agreement on new genomic techniques for plants

On 28 January, ENVI Members will vote on the provisional agreement reached on the proposal for a regulation on plants obtained by certain new genomic techniques (NGTs) and their food and feed, amending Regulation (EU) 2017/625. The vote follows the conclusion of interinstitutional negotiations and will allow the file to proceed under the early second reading procedure, which entails the adoption by the Council of its first reading position based on the provisional agreement.

The provisional agreement was endorsed by COREPER on 19 December 2025. The negotiations focused on three main areas: sustainability and monitoring, traceability and labelling, and patents. On sustainability, co-legislators agreed on the Parliament's core compromise proposal establishing an exclusion list of negative traits for the approval of Category 1 NGT plants. Regarding traceability and labelling, the agreement includes measures aimed at preventing the unintended presence of NGT1 plants in organic farming. On patents, the Parliament secured concrete safeguards under which patents for NGTs are accepted by the co-legislators.
