In the context of the exponential growth of the coronavirus disease (COVID-19), the President of the European Parliament has announced a number of measures to contain the spread of epidemic and to safeguard Parliament's core activities.

The current precautionary measures adopted by the European Parliament to contain the spread of COVID-19 do not affect work on legislative priorities. Core activities are reduced, but maintained to ensure that the institution's legislative, budgetary, scrutiny functions are maintained.

The meetings will be with remote participation for Members (being able to view and listen to proceedings, ask for the floor and intervene in the meeting). Other participants are invited to follow the meeting through webstreaming.

Following these decisions, the next remote EMPL meeting will take place on:

Wednesday 17 March, 13:45 - 16:15, and Thursday 18 March, 09.00 - 11.00, 11:30 - 12:30 and 13:45 - 15.45

in room ANTALL 4Q2 and will be webstreamed.

During the EMPL meeting on 4 March, the Committee voted on the provisional agreement resulting from interinstitutional negotiations on the European Social Fund Plus (ESF+). The draft INI report "Fair working conditions, rights and social protection for platform workers - New forms of employment linked to digital development" was considered, and ILO gave a presentation on the role of digital labour platforms in transforming the world of work.

On 23 February, Ana Mendes Godinho, Portuguese Minister of Labour, Solidarity and Social Security, presented the programme of the Portuguese Presidency of the Council of the EU in the area of employment and social affairs. The EMPL Committee voted on the draft report on the European Semester: Employment and social aspects in the Annual Sustainable Growth Strategy 2021, on six draft opinions on 2019 discharge and on the draft opinion on general guidelines for the 2022 budget.

The European Parliamentary Week 2021 took place remotely on 22 February. In this framework, the Committee on Employment and Social Affairs co-organised together with the Portuguese Parliament a meeting focusing on the implementation of the social priorities in the context of the EU economic recovery, with the participation of Nicolas Schmit, Commissioner for Jobs and Social Rights, and Ana Mendes Godinho, Portuguese Minister of Labour, Solidarity and Social Security.

On 1 January 2021, Portugal will assume the rotating presidency of the Council of the European Union (EU)

The EMPL Committee voted on the draft opinion regarding the Decision on the conclusion of the Trade and Cooperation Agreement between the EU and the European Atomic Energy Community, and the UK. The opinion as amended was adopted with 45 votes in favour, 8 against and 1 abstention. Commissioner Schmit presented the 2021 Commission work programme.

On 10 February 2021, Parliament adopted a resolution on reducing inequalities with a special focus on in-work poverty, calling the European Commission and the Member States to include the prevention and tackling of in-work poverty in their overall goal to eradicate poverty in the EU.

The European Parliament calls on EU countries to act on the housing crisis to invest more in decent homes and ensure everyone has access to affordable housing.

The European Parliament wants to make ‘the right to disconnect’ a legal right in the EU. MEPs say workers, when off the clock, should not feel the pressure to answer work-related communication. The need for this bill was increased by the pandemic and the rise of telework.
