Report on mid-term revision of the EU's long term budget (MFF) adopted - 20.09.2023

The Commission proposed on 20 June 2023 a targeted revision of the multiannual financial framework (MFF) 2021-2027. The MFF co-rapporteurs, Jan Olbrycht (EPP) and Margarida Marques (S&D), welcomed the Commission’s proposal as a first step in the right direction. Their report was adopted by a large majority.

They consider that the proposal should ensure that the MFF can better address the challenges linked to the Russia's war of aggression against Ukraine, safeguard the Union's strategic autonomy and sovereignty, and endow the Union with adequate flexibility to respond to crises.
They further propose to increase the MFF by an additional EUR 5 billion, place the EURI instrument entirely over and above the MFFF ceilings and increase the Flexibility Instrument and Solidarity and Emergency Aid Reserve.
The interim report is scheduled for consideration in plenary in the October I session.
