Policy Departments' Monthly Highlights - March 2019 EN

Yhteenveto : In this edition of the newsletter, Jean Arthuis and Ingeborg Grässle, Chairs of the BUDG and the CONT committees respectively, present the priorities of both committees and describe several examples of good joint efforts made in the course of the legislative term. Other issues dealt with in this edition include performance based budgeting, sustainable development, taxation, agriculture and cooperation with the Council. Forthcoming publications and events are also announced.

Europe's approach to implementing the Sustainable Development Goals: Good practices and the way forward EN

Yhteenveto : The 2030 Agenda on Sustainable Development offers a unique framework for transformative pathways towards sustainability worldwide. The 2030 Agenda also requires a paradigm shift in governance, - at and between all levels. This study examines the governance frameworks put in place for SDG implementation in all EU Member States, and the resulting country fiches constitute the first comprehensive comparative overview of these. The study also provides an overview of the developments at EU level and has a special focus on the role of parliaments in implementing Agenda 2030. Our analysis shows that EU Member States are integrating SDGs into national strategies. While Member States have taken steps to enhance horizontal policy coordination, there is a continuing need for better mainstreaming sustainability. Member States innovate with SDG budgeting, science-policy interface, and stakeholder participation mechanisms for making these strategies more operational. Parliaments show increasing activity on the SDGs and the EP could benefit from enhanced collaboration. The EU could learn from and support these initiatives. Dynamising the multi-level governance bears a great potential for sustainable progress for all players and is a requisite to accelerate SDG implementation at all levels. By capturing the two-level character of SDG implementation at the EU and the Member State level, the study contributes to an overarching joint voluntary EU report at the HLPF 2019.

EP democracy support activities and their follow-up, and prospects for the future EN

Yhteenveto : The Democracy Support and Election Coordination Group (DEG) is responsible for coordinating the democracy support activities of the European Parliament (EP). Over the course of the eighth legislature, the DEG has aimed to bring strategic focus to its democracy support activities through the introduction of a Comprehensive Democracy Support Approach (CDSA). While the introduction of the CDSA has outlined a vision for more focused and strategic interventions around the electoral cycle, the implementation remains a ‘work in progress’. There have been some innovative and long-term activities that bring coherence with EU policies, notably in Ukraine, but also there continue to be some cases of one-off actions without clear objectives. The comparative advantage of the EP in democracy support is its political perspective and ability to work ‘peer to peer’ with other parliamentarians, which has been demonstrated in its capacity building and mediation and dialogue activities. Overall the EP should continue to strive to be innovative and strategic in its democracy support, working where it has influence and bringing policy coherence with broader EU priorities. Election observation remains relevant, and follow-up to observer recommendations could be enhanced. The Sakharov Prize and the activities around it, which are also coordinated by the DEG, are consistent with EU values, including through support for human rights defenders and civil society.

Workshop "Anti-corruption provisions in EU free trade and investment agreements: Delivering on clean trade" EN

Yhteenveto : International trade agreements have the potential to help breaking the vicious circle of corruption in economies based on privileged connections rather than fair competition. They increase competition in the removal of tariffs and so diminish the power of rentier companies which influence domestic regulation in their favour. They also contribute to a fairer business environment through their transparency provisions. Trade openness, red tape reduction and fiscal transparency, especially transparency of procurement, play positive roles in widening control of corruption. They can be more easily influenced by external actors than the other important control of corruption factors: judicial independence, freedom of the press or the demand from civil society for good governance. This study ordered by the INTA Committee argues that indirect good governance policies which increase competition and subvert power and economic monopolies or quasi monopolies are far more effective than direct anticorruption policies, which in relying on domestic implementation tend to fall into the vicious circle again. The study presents options characterised as an ‘economist’s approach’ with an apparently more modest but effective good governance package, a ‘lawyer’s’ approach’ with firm anticorruption language but unenforceable provisions even in EU countries (on bribery, for instance), and a ‘holistic’ approach where the EU would coordinate across international trade, promotion of norms and development aid. The three options may be used alternatively, depending on the degree of development and quality of governance of the trading partner. The study was presented at a workshop of the INTA committee on 24 January 2018.

The impact of the Common Agricultural Policy on developing countries EN

Yhteenveto : Being the biggest world agri-food importer and exporter, the European Union plays an important role in international agricultural markets. The Common Agricultural Policy (CAP) has considerable influence on international agri-food market. With the CAP 2014-2020, the distortive effect of the policy have been dramatically reduced. However, voluntary coupled support are a matter of concern. Following the 20142020 CAP, Member States may grant voluntary coupled support (VCS) to specific sectors undergoing difficulties. All Member States expects Germany have opted to apply VCs in some sectors and this generated market distortions both in the internal and in the international marketplace. Another feature of the 2014-2020 CAP is its competitive -oriented approach. Increased competition can boost agricultural development of non -EU countries but can also imply risks for sustainable development and food security. Growing demand supported by the CAP can also have a negative environmental impact. Therefore there are concerns about the coherence of the CAP support with environmental and climate objectives. Although the 2014-2020 CAP made progress towards ensuring policy coherence, more has to be made in the future CAP reform, particularly with reference to international commitment on climate change. Market distorting effects of some CAP instruments shall also be reconsidered.

Senegal: bastion of democracy, migration priority for the EU EN

Yhteenveto : Senegal is one of the most politically stable countries in Africa. Free and fair presidential elections in March 2012, for which the EU deployed an Election Expert Mission (EEM), brought Macky Sall to the presidency. The regular organisation of legislative elections, political pluralism, a free press, and a vibrant civil society are all proof of Senegal's democratic culture. Senegal has a long tradition of migration to the EU and other African countries, and today 5 % of its population live abroad. Remittances account for more than 10 % of GDP. As a priority partner in the Migration Partnership Framework, Senegal has been constructive in the political dialogue on migration, while maintaining its position that more should be done on legal migration into the EU. Senegal is one of the main benificiaries of the EU Trust Fund. Development cooperation, still at the core of relations with Senegal, has been structured to ensure increased coordination between the EU, Member States, and the Senegalese authorities. The challenge going forward will be to ensure that Senegal honours its commitments on the readmission of irregular migrants, and encourage progress on human rights.

EU Humanitarian aid: Lessons identified and the way forward EN

Yhteenveto : The new uncertain geopolitical context has had a far-reaching impact, including on European Union (EU) humanitarian aid. The EU has faced a rising number of terrorist attacks across Europe that has created an atmosphere of fear, while the United Kingdom (UK)'s decision to withdraw from the EU has challenged the European project as we know it. The EU institutions and its Member States, as well as international institutions have been challenged in their response to refugees seeking asylum, and to the humanitarian crises in the Mediterranean. Equally, the election of President Trump has ushered in a new era of United States (US) unilateralism, creating a gap on the global agenda. This briefing aims to provide an assessment of recent developments in the area of EU humanitarian aid and outline elements that would be pertinent to consider in policy-making when reflecting on how to move forward on the post-2020 architecture of the EU external financing instruments, which affect EU humanitarian aid, and the needs surrounding the new EU budget.
