The Committees on Budgets (BUDG) and Budgetary Control (CONT) have been jointly responsible for the legislative procedure: Protection of the Union's budget in case of generalized deficiencies as regards the rule of law in the Member States. The Committees decided to enter into early second reading negotiations on 12 November 2019 and the mandate for inter-institutional negotiation was announced in plenary on 13 November 2019.

The outbreak of the COVID-19 pandemic has changed the economic outlook for the years to come in the Union. The short-term impact in each Member State will depend on the duration and severity of the lockdown measures, the composition of output and the economic policy measures taken to cushion the immediate impact of the crisis. The risk of a distortion of the level playing field of the Single Market can lead to increasing economic divergences in the EU in the absence of decisive policy action.

At the meeting of 29.10.2020, Ms Katalin Cseh presented the CONT Gender Mainstreaming Action Plan as part of the Gender Equality Week. This initiative is in line with European Parliament resolutions from 13 March 2003, 17 November 2011, 8 March 2016 and 15 January 2019 in order to ensure that continuous attention is paid to the issue of gender mainstreaming and should be integrated in the work of its committees and delegations, and it set out the basis on which the Gender Mainstreaming Network.

Hahn Johannes Commissioner for budget

On 28.10.2020, the CONT Committee held a discharge hearing with the EU Commissioner responsible for Budget and Human Resources, Johannes Hahn. Commissioner Hahn presented the Commission's Integrated Financial and Accountability Reporting package for 2019. The package provides information on the implementation, performance, results, financial management and protection of the EU budget.

A parliamentary special committee is calling for more to be done to tackle financial crimes, tax evasion and aggressive tax avoidance. Recommendations include better cooperation between member states, a further push to close loopholes and the establishment of new institutions to oversee the enforcement of tax rules.

At the CONT meeting of 28 October 2020, Commissioner Hahn presented the 31st annual report 2019 from the Commission to the European Parliament and the Council (under Article 325 of the TFEU) on the Protection of the European Union's financial interests (COM(2020)0363).

On 28.10.2020, the Committee on Budgetary Control held an exchange of views with Mr. Ville Itälä, OLAF Director General about the OLAF Annual Report 2019 and with the Chairman of the Supervisory Committee, Mr. Jan Mulder, about the OLAF SC Annual Activity Report 2019.

timetables for dossiers

On 01.10.2020, CONT Coordinators approved a revised timetable for the 2019 discharge cycle. Plenary votes on all discharge files are scheduled for week 17 (26-29 April 2021) in Strasbourg. Due to the COVID-19 pandemic, ECA delayed the publication of its annual report to 10 November 2020. The presentation of the ECA Annual Report in CONT committee is planned on the same day.
