Una commissione può organizzare un''audizione di esperti, ove ciò sia ritenuto essenziale ai fini del proprio lavoro su un determinato tema. Le audizioni possono anche essere tenute congiuntamente da due o più commissioni. La maggior parte delle commissioni organizza audizioni regolarmente in quanto consentono di consultare esperti e discutere temi fondamentali. On 16 March 2023 PEGA Committee held a hearing on "Spyware and telecommunication companies". Members heard from several experts in this field.
On 16 March 2023 PEGA Committee held a hearing on "Geopolitics of Spyware II". It was be a continuation of the same hearing that took place on 9 February 2023, but had to be suspended due to the interpretation problems. This hearing followed up on the hearing organised by PEGA in December 2022 on "Spyware used in third countries and implications for EU foreign relations". Members heard from several victims targeted by spyware, as well as experts in this field.
On 9 March PEGA committee held an exchange of views on a European Security Lab / Research centre on spyware. The need to create a European Tech Centre modelled after what Citizen Lab and Amnesty International have put in place has been raised at several instances in the PEGA Committee discussions. The purpose of exchange was to come back with more precise answers to questions of how and what to have in the set up of such centre.
On 16 February 2023 PEGA Committee held a hearing on Hungary, which was a part of several country-hearings organized by the Committee in line with the Plenary Decision establishing the PEGA Committee.
On 9 February 2023 PEGA Committee held a hearing on "Geopolitics of Spyware". This hearing followed up on the hearing organised by PEGA in December on "Spyware used in third countries and implications for EU foreign relations". Members heard from several victims targeted by spyware, as well as experts in this field.
On 23rd of January PEGA committee held a hearing on 'Use of Spyware by private actors'. The hearing brought together Members of the European Parliament and several experts.
On January 19th, at the PEGA committee meeting, Richard Youngs, Senior Fellow at Carnegie Europe & Professor of International Relations, University of Warwick presented the study "Pegasus and the EU’s external relations", co-written by Steven Feldstein, Senior Fellow at Carnegie Europe.
On 9 January at the PEGA committee meeting Prof. Dr Giovanni Sartor presented the study on "The impact of the use of Pegasus and similar spyware in the EU or targeting EU citizens, on Article 2 TEU values, privacy and data protection and on democratic processes in the Member States".
This PEGA hearing, organized on 15 December in association with AFET Committee, looked whether the use of the Pegasus or equivalent surveillance spyware, directly or indirectly involving entities linked to the EU, contributed to illegal spying on journalists, politicians, diplomats, lawyers, business people, civil society actors in third countries and whether it led to human rights violations that are of serious concern as regards the objectives of the EU’s common foreign and security policy.
On 5 December at the PEGA committee meeting Quentin Liger from Asterisk Research and Analysis GmbH had presented the study on "The existing legal framework in EU Member States for the acquisition and use of Pegasus and equivalent surveillance spyware and on democratic and judicial oversight, and remedies and redress in case of use contrary to the legal frameworks: compatibility with ECHR and EU law and jurisprudence and best practices".
On 29 November PEGA Committee held a hearing on Spain, which was a part of several country-hearings organized by the Committee in line with the Plenary Decision establishing the PEGA Committee.
On 24 November 2022 PEGA Committee held a hearing on 'Trade in zero-day vulnerabilities'. This hearing explored the trade in vulnerabilities that often escape the light of day. This trade is part of the foundation for the spyware industry. The hearing in particular covered effects of this trade often taking place in hiding, against untraceable payments and to groups that are linked to cyber criminality.
