Next meeting of the Budgetary Control Committee (CONT)

In the context of the exponential growth of the coronavirus disease (COVID-19), the President of the European Parliament has announced a number of measures to contain the spread of epidemic and to safeguard Parliament's core activities.

The current precautionary measures adopted by the European Parliament to contain the spread of COVID-19 do not affect work on legislative priorities. Core activities are reduced, but maintained to ensure that the institution's legislative, budgetary, scrutiny functions are maintained.

The meetings will be with remote participation for Members (being able to view and listen to proceedings, ask for the floor and intervene in the meeting). Other participants are invited to follow the meeting through web-streaming.

Following these decisions, the next CONT committee meeting will take place on Monday, 22 March 2021, 13.45 - 15.45 and 16:45 - 18:45 and Tuesday, 23 March 2021, 09:00 - 12:00 and 13.45 - 15.45 and 16:45 - 18:45.

On 22 and 23 March 2021 the Members of the Committee on Budgetary Control will vote on the adoption of the draft reports concerning the 2019 Discharge to the Commission, EDF, Agencies and Joint Undertakings. On 1 March, the CONT Committee adopted the draft reports concerning the European Parliament and the Other Institutions. In total 2456 amendments were tabled to 52 draft reports and 46 opinions were given by other Committees.

This study proposes an overview of the selection of Special Advisers to the European Commission, specifically during the period 2014-2019: the procedure followed, number of contracts, safeguards, contractual terms, budgetary implications, transparency, communication with the European Parliament. A review of literature, good practices and criteria for assessing the European Commission framework is provided. In conclusion this study makes recommendations on how to further strengthen it.

On 1 March 2021, Members of the Committee on Budgetary Control voted on the draft reports and amendments concerning the 2019 Discharge to European Parliament and Other Institutions: Council and the European Council, European Court of Justice, European Court of Auditors, European External Action Service, European Economic and Social Committee, Committee of the Regions, European Ombudsman and European Data Protection Supervisor.

On 23.02.2021, CONT Members participated in a workshop which aimed to investigate how the new technologies are already being used in the field of fraud, corruption and malpractice detection, as well as prevention, what are its limitations, and how its use could be improved. Also, on a more theoretical level, it tried to give a glimpse of how data mining and artificial intelligence are able to operate in the budgetary control sphere.

On 22.2.2021, the Committee on Budgetary Control considered the draft discharge reports for the European Commission, European Development Fund, Agencies and Joint Undertakings. The draft reports were presented by their respective Rapporteurs as they discussed the main points for this year's discharge cycle.
