The Committee on Civil Liberties, Justice and Home Affairs (LIBE) of the European Parliament is organising a public hearing to be held in Brussels on 27 November 2018 on "Electronic evidence in criminal matters".
This hearing comes as part of the on-going legislative procedure on the proposed e-evidence package (Proposal for a Regulation on European Production and Preservation Orders for electronic evidence in criminal matters (2018/0108(COD) and Proposal for a Directive laying down harmonised rules on the appointment of legal representatives for the purpose of gathering evidence in criminal proceedings (2018/0107(COD)).
The programme includes the presentation of a study requested by LIBE on e-evidence, as well as current experience of a wide variety of actors dealing with e-evidence and their views on the proposed e-evidence files (practitioners - judges, prosecutors and lawyers; data protection and fundamental rights authorities and organisations; as well as telecommunication and internet service providers).

A hearing on "The situation of the Rule of Law in Poland, in particular as regards the independence of the judiciary" is organised on 20 November 2018, as a follow-up of the EP Rule of Law mission to Poland that took place from 19 until 21 September 2018. The hearing will be chaired by Mr Claude Moraes.
The Hearing takes place within the framework of the Article 7(1) TEU procedure activated by the European Commission on 20 December 2017 in relation to the rule of law situation in Poland. It will be structured in three parts. The first part foresees an exchange of views with Mr Zbigniew Ziobro, Minister of Justice of Poland (tbc) and Mr Frans Timmermans, First Vice President of the European Commission (tbc); the second part consists of an exchange with the Venice Commission, the European Network of Councils for the Judiciary and the Polish Ombudsman, and the third part focuses on the views of academic and civil society representatives.

European Youth Hearing (follow-up of the EYE2018) in LIBE Committee

Young people will attend the LIBE Committee meeting for the European Youth Hearing on 19 November from 15:00 to 15:45. You can follow the hearing live on the EYE Facebook page and join the debate on social media using the hashtag #EYE2018.
9000 young people between 16 and 30 years old took part in the third edition of the European Youth Event (EYE2018) at the European Parliament in Strasbourg last June to produce new ideas for Europe's future.
At the hearing, former EYE2018 participants will present six innovative proposals on migration and prevention of radicalisation. The format will be an "Ideas Check": three participants will pitch ideas to LIBE Members, who will give spontaneous feedback on these ideas.

The LIBE and FEMM Committees are jointly presenting the new report of the European Institute for Gender Equality on "Gender-specific measures in anti-trafficking actions". The report includes guidance on the implementation of the anti-trafficking directive in a gender specific manner. Guest speakers will be Dr Myria Vassiliadou, EU Anti-Trafficking Coordinator and Ms Virginia Langbakk, Director of the Europe Institute for Gender Equality (EIGE).

The Implementation of the Facilitation Directive and humanitarian assistance

The Committee on Civil Liberties, Justice and Home Affairs (LIBE) of the European Parliament is organising a public hearing to be held in Brussels on 27 September 2018 on "The Implementation of the Facilitation Directive and humanitarian assistance to irregular migrants".
This meeting comes as a follow-up to the recent adoption (5 July 2018) by the European Parliament of a resolution calling on the Commission to develop "Guidelines for Member States to prevent humanitarian assistance from being criminalised".
The programme includes the presentation of an update of the 2015 study commissioned by the European Parliament on the implementation of Directive 2002/90/EC of 28 November 2002 defining the facilitation of unauthorised entry, transit and residence ( "Fit for purpose? The Facilitation Directive and the criminalisation of humanitarian assistance to irregular migrants").
Point of views and experience of two citizens engaged in NGOs active with assistance to migrants, of a Member State (France), of the Border and Coast Guard Agency (Frontex) and of the Commission will also be presented to MEPs to launch the debate.

Mini-hearing on minimum standards for minorities in the EU

On Monday, 3 September 2018 from 15h00 to 16h30, the LIBE Committee will hold a mini-hearing on minimum standards for minorities in the EU.
The respect for the rights of persons belonging to minorities is one of the EU's founding principles and the effective protection of minorities across the EU needs to be strengthened. Minority communities have specific needs and their full equality should be promoted in all areas of economic, social, political and cultural life. To this end, the EP has called on the Commission to establish a policy standard for the protection of minorities, as the protection of these groups is part of the Copenhagen criteria, both for the candidate countries and for the Member States. The LIBE Committee is now currently working on an ow initiative report on Minimum standards for minorities in the EU (Rapporteur: Mr NAGY (EPP)), which is scheduled to be adopted in committee on 27 September 2018. The aim of this public hearing is to gather input by experts and stakeholders in the context of the committee's work on this report.

Hearing on "Rule of law and Safety of Journalists"

A hearing on "Rule of law and Safety of Journalists" is organised on 11 July 2018 at the initiative of the LIBE Working group with a general mandate to monitor the situation as regards Rule of Law and Fight against Corruption within the EU and address specific situations, in particular Malta and Slovakia, chaired by Ms Sophie in ‘t Veld.
This Hearing will be structured in two parts, a first part dedicated to cross border cooperation of law enforcement authorities with the participation of representatives of Europol, Eurojust and national authorities (held in camera) and a second part, public, focusing on the media freedom and protection and safety of investigative journalists, with the participation of representatives of the media and of organisations defending the rights of journalists. This second part dedicated to the safety of journalists will be held from 11.00 to 12.30 in room ASP 5E2 and it is open to the public. Hearing on the Visa Code and Humanitarian Visas

On Tuesday, 10 July 2018 from 15:30 to 18:30, LIBE Committee will hold a hearing on the Visa Code and Humanitarian Visas, in order to gather the input of experts and stakeholders for its further works.
The Visa Code contains the conditions and procedures for the issuing of Schengen short-stay visas and is one of the core elements of the EU's common visa policy. It has not been revised since its entry into force in 2010. The current Commission proposal focuses on streamlining and improving operational aspects of the visa procedure and adding new elements, such as the increase on the visa fees, clearer rules on the issuing of multiple entry visas with a long period of validity and the so-called leverage role that visa policy can exert in the EU's readmission policy.
The second part of the Hearing will focus on Humanitarian Visas. The European Parliament is currently drafting a legislative own-initiative report under Rule 45 of the Rules of Procedure, to call upon the Commission to present a separate legislative act on Humanitarian Visas.

HEARING ON THE FACEBOOK/CAMBRIDGE ANALYTICA CASE - Part 3

The Committee on Civil Liberties, Justice and Home Affairs will hold the third hearing on the Facebook/Cambridge Analytica case, on 2 July 2018 in Strasbourg.
This hearing will give Members the opportunity to exchange views with Facebook representatives on how they intend to implement legislation that is currently in force and how they commit to avoiding similar cases to reoccur. The last part of this hearing will include discussing policy solutions and remedies, including implementation of current legislation, with European Commissioners concerned.
On 4 June 2018, the LIBE Committee – in association with the ITRE, AFCO and JURI Committees – held the first part of the hearing on the Facebook/Cambridge Analytica case.
The contributions made by speakers showed the need to further investigate the consequences this data breach has had on data protection and privacy, the possible impact on electoral processes, consumers' trust in digital platforms, cybersecurity, the market position of Facebook etc. In this second part, Members will question experts and Facebook representatives on issues such as data protection implications, alleged election interference and cybersecurity.
