Members debated the report Own Resources: a new start for EU finances, a new start for Europe, which proposes fresh ideas to finance the EU budget. The increasing EURI interest costs and the MFA for Ukraine remind us that the EU budget urgently needs fresh income to avoid ‘crowding-out risks’ in several MFF headings.

The Committee on Budgets, jointly with the Committee on Budgetary Control, heard the European Court of Auditors (ECA) presenting its report on “Support to mitigate Unemployment Risks in an Emergency (SURE)” and discussed lessons to be learnt in view of potential future emergency instruments. The SURE instrument provided long-term loans to Member States, up to EUR 100 billion, under favourable financial terms to protect jobs during the COVID-19 pandemic.

The Committee on Budgets heard I. Tsanova, Deputy Director-General of DG BUDG about the borrowing decisions and debt management of NGEU and MFA+ (for Ukraine).

The workshop on the role of the EU budget in international climate finance gave Members insights on the climate performance of the EU, the IPCC latest findings and the EU budget contribution to climate finance goals.

Members from the Budgets and Economic and Monetary Affairs committees adopted the provisional agreement reached with the Council on 14 December 2022.

Members held a debate on a draft opinion for the Committee on Constitutional Affairs in relation to proposals for the amendments of the EU Treaties.

The BUDG Committee adopted an opinion for the IMCO Committee’s report on the proposal for a Regulation establishing a single market emergency instrument (SEI).

The rapporteur presented the draft opinion for the REGI committee on the assessment of the Commission’s Communication on outermost regions.

The rapporteur presented the draft opinion for the ECON committee on the European Semester for economic policy coordination 2023. The draft opinion recalls the uncertain economic outlook resulting from the lasting impact of the COVID-19 pandemic and the consequences of the war against Ukraine.
