On 11 July 2022, IMCO held a public hearing on the proposed Regulation on transparency and targeting of political advertising. This was an opportunity for Members to exchange views with stakeholders, experts and researchers from different domains on the main elements of the proposal. This proposes general transparency obligations for all actors involved in the financing, preparation, placement, and dissemination of political advertising, both offline and online.

The proposed Regulation puts forward general transparency obligations for all actors involved in the financing, preparation, placement and dissemination of political advertising, both offline and online.
In addition, it aims to protect natural persons with regard to the processing of personal data by laying down rules on the use of targeting and amplification techniques in the context of political advertising. These rules will apply to all controllers, i.e. beyond providers of political advertising services, making use of such targeting and amplification techniques.
Furthermore, the proposal intends to remedy the current fragmentation of the internal market and ultimately increase transparency of political ads across the Union, also in light of the upcoming European election in 2024.
