Komisja może zorganizować przesłuchanie z udziałem biegłych, jeśli uzna to za niezbędne w pracach dotyczących określonej tematyki. Przesłuchania mogą również wspólnie zorganizować dwie komisje lub więcej. Większość komisji organizuje okresowe przesłuchania, gdyż umożliwiają one wysłuchanie biegłych oraz omówienie kwestii o podstawowym znaczeniu. Europe has faced major challenges over the past six months but is looking forward and investing in long-term solutions. To tackle the fallout of Covid-19, the EU released unprecedented funds to support people, jobs and research. To face the climate emergency, Parliament continued its fight for greener politics and more ambitious goals.

Before the end of 2021, Parliament is to adopt a report on the application so far, of Regulation No. 1141/2014 on the statute and funding of European political parties and European political foundations. AFCO is the lead committee and the hearing is intended to facilitate the committee's analysis of how the regulation is being applied and which improvements could be made. The rapporteurs for the draft report are Mr. R. Wieland (PPE) and Mr. C. Goerens (Renew).

As the committee responsible for shaping the role of the European Parliament in the EU legislative process in order to make it more democratic and transparent, AFCO regularly discusses and proposes ways of enhancing Parliament's legislative powers. During this hearing, AFCO members will reflect on the various elements making up the current legislative process in the EU and on means for improving it.

The election of MEPs is mainly governed by national legislation and the 1976 Electoral Act. In 2015, Parliament adopted a proposal, based on a report from AFCO, to amend the 1976 Act. The Council adopted its decision in 2018 after obtaining Parliament's consent but that decision is yet to be ratified by all Member States. It is within this context that AFCO will be drafting a new proposal for modification of the Electoral Act.

The INGE Committee focused on this meeting on political party and financing, how can be made more transparent and what rules can the EU implement. The hearing was held in association with the Committee on Constitutional Affairs and the Delegation for the relations with Australia and New Zealand

The UK has left the EU after more than 40 years of membership and has now entered the so-called transition period. But what is the transition period? How is the Parliament affected? And what happens next?

Article 50 TEU is the 'exit-clause' which sets out the conditions and procedure to be followed, in the case of the withdrawal of a Member State from the EU. The UK's departure from the Union was the first time that Article 50 TEU was ever applied. It is against this background that AFCO's hearing will provide an opportunity to reflect on how the provisions were interpreted and applied.

On 29 October 2020, a hearing on Union Citizenship will be jointly organised by the European Parliament (JURI, LIBE, AFCO and PETI Committees) and the European Commission. The hearing will see a keynote speech by Mr. Didier Reynders, Commissioner for Justice and the participation of the office of the European Ombudsman, as well as representatives from various NGOs.

On 24 September 2020, the Committee on Constitutional Affairs will hold a public remote hearing on the 'Transnational lists and the Spitzenkandidaten principle', bringing together both internal and external experts who will discuss with AFCO Members the issues of transnational lists and the lead candidates system, based on lessons to be drawn from the last European elections and following inter-institutional nominations’ cycle.

On 14 July 2020, the Committee on Legal Affairs and the Committee on Constitutional Affairs held a public remote hearing on the Consequences of the Judgment of 5 May 2020 of the Second Senate of the German Constitutional Court.

The Committee on Constitutional Affairs organised a public hearing entitled “Lessons to be drawn from the 2019 elections and proposals in view of the debate concerning the Future of Europe”, which took place on 4 December 2019, at the European Parliament in Brussels.

On 18 March 2019, AFCO organised a public hearing on "European Parliamentary Elections, European Parties, European Voters". Three experts were invited: - Ms Claire McGing, Maynooth University - Dr. Marina Costa Lobo, University of Lisbon - Prof. Juan Rodríguez Teruel, University of Valencia - as well as representatives of the Commission and Parliament dealing with communication campaigns.

During the AFCO meeting of 7 March, the public hearing 'Constitutionalism in the European Union and the constitutional interaction between the West and East of Europe' took place.
