Meeting of the DEVE Committee on 24 February, joint AFET/DEVE votes on 25 February
The Committee on Development met on 24 February from 8:30 to 9:00 to discuss the following files:
- Votes on the opinion on the Interim report on the proposal for the multiannual financial framework for 2028-2034 and on the opinion on the Conclusion, on behalf of the Union, of the Protocol on the implementation of the Fisheries Partnership Agreement between the Democratic Republic of São Tomé and Príncipe and the European Community (2025-2029);
- Consideration of draft opinion on Establishing the Union support for asylum, migration and integration for the period from 2028 to 2034.
On Wednesday 25 February from 9:00 to 9:30, DEVE voted jointly with AFET on:
- The own-initiative report on Global Gateway - past impacts and future orientation;
- The provisional agreement reached in trilogue on Amending Regulation (EU) 2021/947 as regards increased efficiency of the External Action Guarantee.
The next Committee meeting will take place on 17 March 2026, 9.30-12.30 and 14.30-18.30.

The DEVE Committee will hold an exchange of views with Mr Constantinos Kombos, Minister for Foreign Affairs of Cyprus, on the priorities of the Cypriot Presidency of the Council of the EU. The discussion will focus on the Presidency’s approach to advancing the EU’s development agenda, humanitarian priorities, and strengthening partnerships to address pressing global challenges.
Against the backdrop of rising tensions around Greenland, and in preparation for the EU's next long-term budget (MFF 2028-2034), EU Commissioner Jozef Síkela will present a Commission proposal to revise the legal foundation for the association with and scaling up support to the EU Member States' Overseas Countries and Territories (OCTs), including Greenland. The presentation will take place on Wednesday, 28 January, 14:00-14:30 in room SPAAK 03C50 and be webstreamed live.
The European Commission will present its proposal for the "Global Europe" Regulation, guiding the EU's external action for the next Multi-Annual Financial Framework period 2028-2034. Four Commissioners (Jozef Síkela, International Partnerships, Marta Kos, Enlargement, Dubravka Šuica, Mediterranean and Hadja Lahbib, Equality, Preparedness and Crisis Management) will discuss the proposal with MEPs, in a joint session of the AFET and DEVE Committees
