In the context of the exponential growth of the coronavirus disease (COVID-19), the President of the European Parliament has announced a number of measures to contain the spread of epidemic and to safeguard Parliament's core activities.

The current precautionary measures adopted by the European Parliament to contain the spread of COVID-19 do not affect work on legislative priorities. Core activities are reduced, but maintained to ensure that the institution's legislative, budgetary, scrutiny functions are maintained.

The meetings will be with remote participation for Members (being able to view and listen to proceedings, ask for the floor and intervene in the meeting). Other participants are invited to follow the meeting through webstreaming.

Following these decisions, the next remote EMPL meeting will take place on:

Tuesday 25 May, 9.00 - 12.00

Wednesday 26 May, 9.00 - 12.00, 13.45 - 16.15 and 16.45 - 18.45 and Thursday 27 May, 9.00 - 12.00 and 13.45 - 15.45 in room SPAAK 3C50

The EMPL Committee voted on the draft recommendation for second reading on the European Globalisation Adjustment Fund and on the EMPL contribution to the Structured Dialogue 2021.

On 22 April, EMPL Members considered the draft report on the Commission proposal for a Directive on adequate minimum wages (COM(2020)682 - 2020/0310(COD)). As outlined in Principle 6 of the Pillar of social Rights, every worker should earn a wage allowing for a decent living wherever they work.

On 22 April 2021, the Committee on Women’s Rights and Gender Equality (FEMM) and the Committee on Employment and Social Affairs (EMPL) organized a joint hearing on the Commission proposal for a Pay Transparency Directive.

The EMPL Committee considered the draft report with recommendations to the Commission on protecting workers from asbestos. Members heard from Eurofound about two recent studies; on the impact of digitalisation on social services, and on the employment and working conditions of long-term care workforce. Members also held a vote on the motion for a resolution on a European Child Guarantee.

During the EMPL meeting on 13 April, the Committee voted on the decision to enter into interinstitutional negotiations on the fourth update of the Carcinogens and Mutagens Directive. The agenda also foresaw a Hearing with Ivailo Kalfin, Eurofound Executive Director-nominee, and the consideration of the draft opinion entitled "The European Education Area: a shared holistic approach to education, skills and competences".

This briefing is preceding a broader study on “Fighting poverty and social exclusion (incl. minimum income schemes)” requested by the EMPL committee in view of a possible Union framework on minimum income protection. The briefing provides an institutional perspective on minimum income schemes (MIS) in Member States and their different roles and scope within national social protection systems.
