Next meeting of the Committee on Budgets

In the context of the COVID-19 pandemic, the President of the European Parliament has established a number of measures to contain the spread of the virus and to safeguard Parliament's core activities. The current precautionary measures do not affect work on legislative priorities.

Core activities are maintained to ensure the smooth running of the institution's legislative, budgetary, and scrutiny functions. The meetings allow for remote participation in a virtual environment.

Following these decisions, the next BUDG Committee meeting will take place on:

In order to finance the NextGenerationEU (NGEU) recovery instrument, the additional dedicated headroom under the Own Resources Ceiling empowers the Commission to mobilise up to EUR 806 billion through bond issuance. The BUDG Committee has decided to draw up an own initiative Implementation report on the EU borrowing strategy.

The European Globalisation Adjustment Fund (EGF) aims to provide support to people losing their jobs as a result of globalisation and of technological and environmental changes. On 27 October, Members of the Committee on Budgets will examine a proposal to mobilise the EGF for €1.2 million to support 300 dismissed workers in the Basque metal sector, in Spain.

On 27 October, Matthew Hudson, Director at DG SANTE, responsible for EU4Health, and Julien Guerrier, Director of the Common Policy Centre at DG RTD, will present the budgetary impacts of the establishment of a European Health Emergency Preparedness and Response Authority (HERA), on the EU4Health Programme and Cluster Health under Horizon Europe. HERA is foreseen to have a budget of € 6 billion.

At its October II plenary sitting, Parliament discussed and adopted its position on Council's reading of the 2022 Draft Budget. The BUDG committee had previously voted on the 1450 amendments tabled to Council's reading on 28 September and on the accompanying resolution on 11 October, prepared under the guidance of the General Rapporteur for the Commission's budget, Mr Karlo Ressler (EPP), and the rapporteur for the other institutions' administrative budget, Mr Damian Boeselager (Greens).

Following the vote on the 1450 budgetary amendments to the Council's reading of the 2022 EU Budget on 28 September, the Committee on Budgets, at its 11 October meeting, adopted a report prepared by the General Rapporteur on the 2022 budget (Section III - Commission), Mr Karlo Ressler (EPP), and the Rapporteur for Other Sections, Mr Damian Boeselager (Greens), which reflects and accompanies the outcome of the budgetary vote.
