Next meeting of the Committee on Budgets

The Committee on Budgets held a hearing to assess the current and possible methodologies for tracking social and biodiversity spending in the EU budget and EU policies, on 21 June. The first panel - joint with the ENVI Committee - looked at the biodiversity tracking methodology set out by the Commission. The second panel aimed to provide an overview of possible social tracking methodologies for the EU budget and EU policies.

The Committees on Foreign Affairs, Development and Budgets jointly debated the EU financing for the relief and reconstruction of Ukraine. Ms Ivanna Klympush-Tsintsadze, Chair of the Verkhovna Rada's Committee on Ukraine's integration into the EU, as well as Gert-Jan Koopman, Director-General of DG BUDG, Katarína Mathernová, Deputy-Director-General of DG NEAR, and Bernadette Frederick, Director in DG ECHO, informed Members on the past and planned EU support to Ukraine.

On Tuesday 7 June, Johannes Hahn, Commissioner for Budget and Human Resources, presented the Commission's Draft Budget for the year 2023 to the Members of the Committee on Budgets, thereby formally launching the annual budgetary procedure in line with Article 314 TFEU.

The Committee on Budgets travelled to Turkey from 23 to 25 May 2022. The main objective of this mission was to learn about the implementation of the Facility for Refugees in Turkey. The Facility is a mechanism to coordinate the mobilisation of resources made available under both the EU budget and additional contributions from Member States integrated into the EU budget as external assigned revenue. The total budget coordinated by the Facility is EUR 6 billion, mobilised in two tranches.

The Committee on Budgets, in association with the Committee on Development, held a public hearing on the "Implementation and Financing of COVAX: Successes, Challenges and Lessons for the Future". The hearing focused on the current state of play, mechanisms in place and the current and possible future financial needs of the COVAX initiative. It sought to understand how EU financing has supported vaccine research, production and distribution efforts.
