Next AGRI meetings - 2021

In the context of the COVID-19 pandemic, the President of the European Parliament has established a number of measures to contain the spread of the virus and to safeguard Parliament's core activities. The current precautionary measures do not affect work on legislative priorities.

Core activities are maintained to ensure the smooth running of the institution's legislative, budgetary, and scrutiny functions. The meetings allow for remote participation in a virtual environment.

Following these decisions, the next AGRI Committee meetings will take place in Brussels via videoconference on:

    • 22 June 2021, 9.00-12.00 (in camera 11.00-12.00) and 13.45-15.45 - Public hearing -
    • 1 July 2021, 13.45-15.45
    • 12 July 2021, 16.45-18.45
    • 13 July 2021, 9.00-12.00 and 13.45-15.45
    • 16 July 2021, 9.00-10.30 - Extraordinary meeting -

On 22 June, the Committee on Agriculture and Rural Development organises a public hearing on the perspectives of animal production in the EU in the context of the Green Deal, Farm to Fork and Biodiversity Strategies. Members of the Committee on Environment, Public Health and Food Safety will also participate in the meeting.

The European Commission representatives will address the AGRI Committee Members during the Exchange of views meeting on 22 June. The objective of the presentation will be to share with Members the outcome of the study on Plant Reproductive Materials. Moreover, the Commission should share with AGRI Members its main findings, benefits, concerns and possible follow-up actions.

The PETI and AGRI Committees organised a joint hearing on How to treat farmers in a fair and equal manner across the EU. The hearing begun presenting two petitions from Lithuania and Poland complaining about the fact that farmers still receive direct payments per hectare below the EU average. It was structured in two panels; the first panel will discuss the currently on-going CAP reform; the second panel will deal with how to solve inequality in CAP payments.

On 27 April, the Commission published the final report of a two-year study on “Technical Guidance Handbook – setting up and implementing result-based carbon farming mechanisms in the EU”. Given the relevance of this study's findings for the on-going discussion on the Farm to Fork (F2F) Strategy, Christian Holzleitner, from DG CLIMA in the European Commission presented it to the Committee.

The study on 'Preliminary impacts of the COVID-19 pandemic on European agriculture: a sector-based analysis of food systems and market resilience' provides a preliminary quantitative and qualitative analysis of the impact of COVID-19 on European agriculture and the agri-food supply chain in light of the responses deployed by the European Union and its Member States to mitigate its effects.

The Special Committee on Artificial Intelligence in a Digital Age (AIDA) in association with the Committee on Agriculture and Rural Development (AGRI) organised a joint hearing on the future of agriculture and food security in the digital age. The hearing addressed the important topic of the impact of technological applications on agriculture and farming practices, and the challenges of regulating AI for a more sustainable and innovative Common Agricultural Policy.

The ENVI Committee, in association with the ITRE and AGRI committees, held a public hearing on “The EU strategy to reduce methane emissions”. Members debated with a number of experts and the European Commission on the actions needed to combat methane emissions, in particular in the agriculture, energy and waste sectors. ENVI is due to prepare a draft report on the topic by mid-June.

The AGRI Members voted on the 'Extension of the term of Community plant variety rights for the species asparagus and the species groups flower bulbs, woody small fruits and woody ornamentals', on the 'Amending Regulation (EU) 2017/625 as regards official controls on animals and products of animal origin exported from third countries to the Union to ensure compliance with the prohibition of certain uses of antimicrobials' and on the draft motion for a Resolution to the 'End the cage age' ECI.
